국문 초록

본 연구의 주장은 한국의 지동차 산업 발전과정에서 생겨난 국가와 기업， 시민사회간의 갈등 및 협력관계가 다양한 양태로 변화되어 왔고 이들 행위지들의 가변적 관계가 자동차 산업의 발전에 중요한 역할을 하였다는 것이다 이러한 주장을 뒷받침하기 위하여 본 연구에서는 기존의 국가 중심적인 또는 시장 중심적인 분석을 탈피하여 자동차 산업에서의 이해관계자와 변화과정에 초점을 두어 그 역동성을 살펴보고자 하였다 국가와 기업관계의 변화를 연구하는데 있어 자동차산업의 발전에 그 범위를 두는 이유는 일반적인 산업정책에서 찾을 수 없는 국가와 기업， 시민집단 간의 거시적인 관계가 왜 그리고 어떻게 형성되고 이후 어떻게 전개되는지를 보여주고 있기 때문이다 또한 자동차산업에 대한 산업부문연구(industry sectoral analysis)를 통해 국가와 기업， 시민사회의 관계를 1960 년대， 1970 년대，1980 년대， 1990 년대， 2000년대 이후의 각 시기를 통해 검토하였다 결과적으로 한국의 자동차 산업에서 국가와 기업， 시민사회의 관계형성과 변화를 통해 파악해 본 산업발전과 정책변화의 설명은 기존의 국가 중심적， 시장 중심적 이론의 한계를 부각시키는 것이었다. 그리고 국기와 기업， 시민사회의 시대적 관계는 각 세력 간의 갈등과 협력의 결과 이루어진 균형적 산물이라는 사실도 발견하였다 이에 기존의 이분법적인 국가와 시장， 정부와 기업관계에서 벗어나 국가와 기업， 시민의 관계를 상호 절충된 관계의 변화로 설명함으로써 자동차 산업정책이 일관되었다거나 정책의 효율성이 극대화되었다는 설명이 한계가 있다는 점을 지적할 수 있었다.

영문 초록

This paper aims at explaining the dynamics and diversity of stakeholder relations in Korean Automobile Industry during the development era(1 960-201 0). For that purposes, this paper intends to the analysis on the change of relationships among state, business, and civil society in Korean automobile industry. The Korean automobile industry has been estimated the most successful case of the newly industrializing countries which produce automobiles. But, most existing theories of development about the newly industrializing countries give undue stress on the roles and the capability of the state, therefore they cannot explain the transition of the role in developmental coalition. The theoretical basis is "the model of state-business-civil society interaction" in auto industry. This study divides the period according to the leading actor. In 1960s the Korean automobile industry largely depended on foreign capital and technology, in 1970s it was led by highly centralized government guidance and private enterprise operated under it. In those days, state intervention was very direct and powerful. But things have changed since 1980. Private enterprise led the development of auto industry and the export-led industrialization of auto industry, while the role of state considerably more indirect in that field. Since assuming the system of economic liberalization and stabilization policies in the J 980s, the Korean state has changed from a developmental to a regulatory state. In fact, state capacity in Korean automobile industry had been very effective and powerful. Recently the interaction of state, business and civil society has been concentrated on the problem of the technological or trade in the automobile industry. It is certain that the future of Korean auto industry rely on the solution of these problems. State capacity will be estimated by its strategies on the development of the technology and trade in cooperative relationship with business and civil society. A strategic interaction among state, business, and civil society enable Korean automobile industry to keep a relative independent position !Tom the influence of the environment. Finally, a major proposition of this study is that the power and ability of a state is not fixed. The relationships among state, business, and civil society in Korean automobile industry can be changed.
