국문 초록

본 논문을 통해 필자는 냉전의 기원과 관련하여 깊은 연관을 가지고 있는 것으로 이해되는 마샬플랜의 기 원에 관한 논점들을 소개하고 평가하며 자신의 관점을 개진하고 자 한다. 마샬플랜의 기원을 설명하는 논점들 은 크게 세 그룹으로 나눌 수 있는데, 첫째 전통주의와 현실주의의 그룹, 둘째 수정주의와 후기 수정주의 그룹 그리고 김벨의 독일문제 해결 테제이다. 첫 번째와 두 번째 그룹은 다자간 자유무역 정책과 봉쇄정책의 원인 과 성격의 규명에 그 초점이 맞추어져 있으며 김벨은 비공개 사료들에 기반한 사실규명 작업에 집중했다. 필 자는 다자간 자유무역정책과 봉쇄정책이 ‘상호간에 목적과 수단’의 관계를 형성하며 이는 소련의 동유럽 점령 정책에 자극을 받은 미국이 독일문제를 해결하는 과정에서 투영되고 있음을 지적하고 자 한다. 미국인들은 이 러한 복합적인 외교목적을 성취하기 위하여 마샬플랜을 발주하였다.

영문 초록

In this article the author tries to introduce and estimate the three various ways of interpretations on the origins of the Marshall Plan. These three theories represent the group of traditionalists and realists, the group of revisionists and post revisionists, and the thesis of Gimbel. The first two groups focus on the interpretations of the multilateral free trade policy and the containment policy of the United States in terms of their origins and characters. In comparison to that Gimbel emphasized the evaluations of the related unpublished documents and came to the conclusion that the Marshall Plan was conceived to solve the German Question. The author of this article wants to point out the fact that the multilateral free trade policy and containment policy of the USA formed the 'mutual goal-instrument relations and these were represented in the process of the American solution of the German Question stimulated by the Soviet occupation actions and policies in the East European countries.
