국문 초록

이 논문은 헝가리 민족과 국가의 언어로서 헝가리어가 역사적으로 어떻게 성립, 발전해왔는가를 언어개혁 시대의 언어육성(nyelvművelés)과 언어정책(nyelvpolitika)을 통해 살펴보고, 이러한 언어개혁의 경험이 21 세기 헝가리어에 어떤 영향을 미치는가에 대해 작금의 언어정책의 방향과 내용을 검토함으로써 알아보려는 것이다. 헝가리에서는 근대 언어개혁 시대를 언어정책과 언어육성의 전성기로 평가하고 있다. 언어육성 (nyelvművelés)이 언어의 내적 발전과 관련된 것이라면, 언어정책(nyelvpolitika)은 언어의 외적 발전과 관련 된 개념이다. 예컨대 여러 민족이 섞여 살고 있는 유럽, 특히 중동유럽에서 여러 언어들 가운데 공식어 또는 국가어를 정하는 문제, 다수민족과 소수민족 언어들의 문제 그리고 외국어 교육 등이 언어정책의 범위에 속하 는 것들로서 근대 언어개혁 시대의 언어정책이 현재의 헝가리 언어정책에도 많은 영향을 미치고 있다. 근대 헝가리 언어개혁은 헝가리어의 내적 발전에는 성공적이었지만 헝가리어의 국가어화 과정에서 다른 소 수민족들의 문제를 도외시함으로써 현대의 민족 문제와 언어갈등의 원인이 되었다. 1990년대 소련과 동유럽 블록의 해체와 함께 국경 밖 헝가리인의 소수민족으로서의 민족 차별과 언어분쟁이 대두되었다. 21세기 초 유 럽연합의 가입과 ‘지구화’ 환경에서 헝가리는 근대의 문제를 극복하고 새로운 시대에 적응하기 위하여 헝가리 어의 ‘다중심주의’를 표방하고 지역 내 주변국가들과의 상호 협력과 이해를 위한 국가적, 국제적 노력을 하고 있다.

영문 초록

The purpose of this paper is to discuss the language cultivation and the language policy in Hungary in the reform era in order to explore the historical origins and the development of the hungarian national language. This will show how the experience in the early reform period influences the future course of Hungary in 21th century through the making of the contemporary language policy in Hungary. The modern language reform era has been seeing as the flourishing time for the language policy and the language cultivation. While the language cultivation concerns with the internal development of language, the language policy is the notion being related with its external development. So in Europe, especially in Eastern Europe where many nationalities live together, the political and social process of making the national language contains the problematical relationship between the language of the national majority and the mother tongues of the minorities as well as the foreign language education policy. In this context the language policy in the classical reform era in Hungary has still considerable influence on the contemporary policy making in this sphere. The modern language reform policies have contributed successfully the internal development of the Hungarian, but it has ignored the languages which many national minorities were speaking, from which grew the problems of nationalities and the language conflicts. After the collapse of USSR and the dissolution of the soviet bloc in Eastern Europe in 1990s the conflicts over the discrimination of the hungarian minorities living in neighbor countries and the language conflicts were emerging. So with the membership of the EU and the impacts of globalization Hungary comes to stands for the principle of multi-centralism to get out of the burdens of the modernization and to promote the understanding and cooperation between the peoples in the region.
