외국의 일가족양립정책의 최근 경향과 특성

국문 초록

최근의 인구변화, 노동시장의 변화, 가족의 변화로 인하여 많은 국가들은 근로자들의 일가족양립정책을 중요한 정책과제로 발달시키고 있다. 일과 가족생활의 양립지원은 사회성원들이 노동시장에 충분히 참여할 수 있게 함으로써 수입을 얻고, 사회에 참여할 수 있도록 하는 것이며, 동시에 아동에게는 필요한 돌봄과 양육을 충분히 지원하여 건강한 성장을 지원할 수 있도록 하는 것이다. 이 연구에서는 비교연구의 관점에서 현재 서구 복지국가에서 실시되고 있는 일가족양립정책 중 부모휴가정책에 주목하여 정책의 특성과 경향을 살펴보고, 향후 우리사회의 일가족양립정책의 발전과제를 제시하고자 하였다. 부모휴가정책은 출산 및 양육을 위한 충분한 시간을 제공하기 위한 휴가기간(time), 휴가기간 동안의 경제적 생활을 위한 휴가급여(money), 휴가 후 고용보장의 세 가지를 기본요건으로 한다. 여기에 더하여 최근에는 부모 양성의 동등한 참여지원과 휴가사용의 유연성을 강조하고 있다. 대부분의 국가에서 90년대 중반 이후 휴가기간과 급여는 크게 확대되고 있는 추세이며, 남녀의 동등한 사용을 위하여 휴가기간의 남성할당제(daddy quota), 남성에게만 별도로 제공되는 부성휴가(paternity leave) 등을 제공하고 있다. 부모휴가의 사용 실효성을 높이기 위해서는 정부와 기업 간의 협력과 역할분담이 필요하며, 사회문화적인 변화, 기업의 참여와 협력을 이끌어내기 위한 절차적 노력들, 기업의 역할과 태도 변화 등이 필요하다.

영문 초록

Many countries have developed work-family balance policies as the vital policy agenda due to recent changes of population, labour market and family. Supports for work-family balance have members of society obtain their income and participate in society by leading them to take part in labour market. At the same time, work-family balance policies give support for children’s healthy growth by providing essential care and rearing. This research will examine policy characteristics and trends focusing on parental leave which is one of the important areas of work-family balance policy. Furthermore, the study will look around resently implemented work-family policies in the western welfare states and suggest policy recommendations for the development of work-family balance policies in Korea. Parental leave policy refers to three components: time for childbirth and childcare, money for income compensation during the period of leave and guarantee of reinstatement after the leave. In addition, supports for both parents’ equal participation in childcare and flexibility of using parental leave are recently emphasized. In many countries, there has been a similar tendency to expand the period and benefit of leave since the mid-1990s. Furthermore, "daddy quota" and "paternity leave" have been provided to accomplish parents’ equal use of the leave. To improve effectiveness of using parental leave, the cooperation and sharing of work between government and establishments are required. Moreover, social-cultural change, procedural improvement to lead participation and collaboration of establishments and changes of establishments’ role and attitude towards the policy are requested.
