국문 초록

공공과 민간이 협력하는 형태인 PF 사업 방식의 효율성을 높이고 안정적인 사업구조가 될 수 있도록 리스크에 대한 우선순위를 도출하고자 한다. 즉, 사업의 리스크 요소의 중요도를 도출하여 우선순위를 두고 선별적으로 대처해 나감으로써 사업의 리스크를 줄이도록 하는 것에 본 연구의 목적이다. 본 연구에서는 PF 관련 사업의 재무적 리스크 요소의 인자체계 분류를 위하여 선행연구를 통하여 가중치의 평가체계를 모색하였고, 리스크 가중치 평가체계를 바탕으로 각 프로젝트의 참여 부문을 대상으로 설문조사를 실시하였다. 설문결과의 내용을 토대로 AHP기법을 활용하여 공공－민간 합동형 PF 사업의 리스크 평가항목을 평가하였으며 리스크 체계별 항목의 중요도와 영향값을 도출하고 리스크 중요도 평가척도를 구축하였다. 본 연구는 PF 사업에 대한 리스크 항목을 정성적으로 분석한다는 점에 있어서 그 의미가 있다.

영문 초록

This study attempted to the estimation of risk factors in a joint PF project of public and private sectors. For the purpose of this study, it proposed the risk management and stable operation of a joint PF that commenced to cooperated with individual partners as the collaborator. For this study on the risk factors in a joint PF project of public and private sectors, literatures were surveyed by AHP method to measure the importance and composite weight of the risk factors in the field of joint PF project. This study made the following specific proposal about the stable structure of a joint PF project of public and private sectors summarized as follows. Public sector in business largely interested in their project as the stable operation. Among the some investors in construction companies, financial risk is influential factors for the operating, which menas that a financial risk factor is related to negative leverage effect about equity investment. A prospect of a financial investor such as financial institution is an important factor in stable operating for execution of the project. For strategic investor, constructional risk has higher relative importance than other risk factors. However, in spite of individual aspect of participation sector, they are commonly response to the risk factor that is mainly concerned about earning rate and stable operation.
