농촌 지역 교육공동체의 주체 형성 과정

국문 초록

일반적으로 성공적인 풀뿌리 교육공동체 운동들은 주민과 활동가, 교사, 농민회 등의 지역 주체들의 주도적인 참여가 있었다. 농촌교육공동체의 실천 지역들을 분석하면 먼저 ‘각성된’ 주체들의 공동체 운동에서 출발하여 그 정신이 지역에 공유되는 것을 확인할 수 있다. 그들은 농촌과 관련된 사회적․정책적 변화에 적극적으로 대응(혹은 대항)하는 정신과 프로그램 등을 가지고 있었고 지역 주민들과의 긴밀한 연대를 통해서 지역의 협력적 교육공동체를 만들어갔던 것이다. 본 연구에서는 농촌 지역의 교육격차를 해소하기 위해 결성된 ‘청원교육문화연대’라는 조직의 지역 실천 사례를 통하여 지역의 교육 주체 형성의 과정을 분석하였다. 1990년대 초반의 정치적 환경 변화 속에 탄생한 '사회교육센터 일하는 사람들'을 모태로 하여 시작된 이 조직은 사회참여적 교육의 가치를 내세우면서 소외 지역의 아동과 비문해 성인들을 대상으로 한 다양한 사회교육 활동을 시작하였고 이후 대안적 생태교육 활동과 농촌 지역의 교육문화 연대 등을 구축하였다. 오늘날 이 단체는 사회교육을 통해서 작은 실천과 진보의 정신, 교육공동체라는 이념을 지속적으로 지켜옴에 따라 사람을 키우는 조직이 되었고 이를 통해서 성장한 주체들이 점차 더 넣은 지역으로 교육적 영향력을 확산시키는 성과를 낳았다.

영문 초록

The weakening economic fundamental in rural areas led to the rapid depopulation and the school closing. We could know that the solution of rural problems is from not the external support but the residents’ endogenous potentiality. There are already the various movements been developed in many areas to form the rural education communities, such as Pull-mu area and the Chungnam Education Research Center and so on(Yang, 2007; 2008). Therefore this study is focusing on the residents' empowerment process for creating the educational community through the case study on the Choengwon Educational and Cultural Solidarity(CECS). CECE founded to solve the educational inequality between rural and unban area. It has the progressive character came from the Young Men's Association in Cheongju, called "Working Men" built in 1993. The association have some education programs for the community residents, such as literacy class and children's care center and so on. And the association changed it's name to "Social Edcation Center, Working Men," in 1998. And it also made an alternative school, so called Geobooki-Hakgyo(turtle school) founded in the closing school, has a vision creating the community for education and economic independence. As a result from these efforts, there are builted some education and welfare institutions for their residents in Cheonwon area. The important fact analyzing the case is that the association believe that the education is the most important task to deal with for the sake of the regeneration of the rural areas, so the association always try to empowering their members' ability and vision for activities in rural area. And I can also find out how to cope with the external policies and how to form the education community by connecting the residents in the dissolution crisis of rural areas and closed rural schools. Finally, in order to resolve the education problem with which the rural areas are confronted, the best way is the empowering the inhabitants to solve their problems and needs by theirselves.
