대학부설 평생교육 프로그램의 질 확보를 위한 운영체제 전략

국문 초록

대학부설 평생교육기관은 성인교육의 기회를 확대하고 대학의 교육적 기능을 사회에 환원한다는 공공성의 취지 하에 전국 각 대학에서 활성화되고 있다. 그런데, 이들 프로그램이 대학의 다양한 인프라 및 물적 인적 자원을 활용하여 대학의 질적 수준을 공유할 수 있을 것이라는 기대에는 온전히 부응하지 못하고 있는 것이 현실이다. 본 연구는 국내 대학부설 평생교육 프로그램이 대학의 질적 수월성이 그대로 반영될 수 있는 운영체제를 갖출 수 없을까 하는 문제의식에서 출발한다. 이를 위해 국내 대학부설 평생교육원의 현황 및 문제점을 면밀하게 진단하고, 해외 모범 사례를 심층적으로 분석하여 질적 수월성이 확보될 수 있는 평생교육 운영체제 방안을 제시하고자 하였다. 연구결과, 본 연구에서는 평생교육 프로그램의 질적 수월성을 확보하기 위한 방안으로, 첫째, 평생교육 프로그램 교육기관을 대학으로부터 독립된 별도의 자율성을 가지는 기관으로 운영하되 철저한 질관리 체제를 조직적으로 도입하는 방안, 둘째, 대학의 정규 교육과정과 평생교육 프로그램 교육과정을 통합 운영하여 대학의 질적 수준이 반영될 수 있도록 하는 방안, 셋째, 평생교육 커리큘럼 개발 주체의 전문적 다양화를 통한 프로그램의 다양성 강화 방안, 넷째, 프로그램 운영 방법의 다양화를 통해 각기 다른 여건의 학습자 수요를 흡수하는 방안, 마지막으로 교수설계자의 전문적 역할을 기반으로 하여 온라인 교육 체제를 적극 활용하는 방안을 제안하였다. 본 연구에서 제안된 방안들은 대학부설 평생교육기관에서 대학의 질적 수준이 반영된 보다 우수한 평생교육 프로그램을 제공하게 할 뿐만 아니라 대학에도 평생교육으로부터의 도움을 줄 수 있는 윈윈 전략으로 기여할 수 있을 것이다.

영문 초록

University extension programs are expanding in expectation of taking advantage of quality resources in the university such as infrastructure, software, and human-ware. However, the reality has shown that university extensions don't really get the advantage of the university's quality. This research, therefore, is intended to find out how to build a governing and managing system of a university extension institute which has excellent quality as good as the university's own. To figure out the solution, some university extension institutes were analyzed and diagnosed, and global best cases were reviewed in depth, so as to present a quality system of the extension institute in a university. As a result, five suggestions were presented; First, an independent extension institute can be established, with official quality management organization, human resources, and regulation, which is independent from the university especially in regards of budget and administration. In this case, the institute has autonomy to allow rapid and efficient innovation. But it requires separate quality related regulations and organization in charge. Second, integration of university's regular curriculum and extension programs can be a good strategy to take advantage of the university's quality resources without separate organizations or regulations. Third, various subjects such as from each faculty of the university, companies, communities can be considered as a contents provider. Fourth, various delivery ways of a program should be developed to absorb diverse learners with different needs. Lastly, an online learning system needs to be actively used based on professional instructional designers. These suggestions in this research will contribute to both of a university and an extension program as a win-win strategy since a university can take advantage of experienced practitioners outside of the university and an extension program can get quality resources inside of the university.
