국문 초록

자살은 매우 개인적인 행위이지만 사실 자살에는 사회적인 요인이 커다란 영향력을 행사하며 자살의 여파는 사회에 큰 영향을 준다. 통계청이 발표한 '2008년 사망원인 통계결과'에 따르면 지난해 1만2천858명, 하루 평균 35.1명이 스스로 목숨을 끊었다. 더욱 심각한 것은 자살이 6년 연속 20～30대 사망 원인 1위를 차지하고 있다는 점이다. 세계 각국의 경찰은 협상가를 길러내고 현장에 투입하는 등 자살예방과 대응에 적극적으로 나서고 있지만 우리 경찰은 이 문제에 대해 어떠한 역할을 하여야 할지 제대로 파악하지 못하고 있는 실정이다. 그러나 경찰은 모든 상황에 대한 초기 대응자(First Responder)로써 자살상황이 발생하면 신고를 받고 현장에 가장 먼저 출동하게 되기 때문에 자살상황에 가장 먼저 대처하게 되므로 반드시 대응방법을 개발하고 훈련하여야 한다. 전 세계에서 가장 자살을 많이 하는 우리나라로서는 범정부적 대책수립이 절실하고 무엇보다 경찰관들의 자살상황에 적극적으로 대처할 수 있도록 협상기법을 교육을 실시하여 자살자를 줄이는데 이바지할 수 있도록 해야 할 것이다. 이를 위하여 본 연구에서는 우리나라의 자살경향을 분석하고 美 FBI의 가이드라인과 협상이론가들의 주장을 바탕으로 자살자와의 협상요령을 제시하였다.

영문 초록

Suicide is a very personal behavior but it is deeply influenced by social factors and also has tremendous impact on the society in return. According to the 'Statistics of the cause of death in 2008' pronounced by the ministry of statistics, 12,858 people committed suicide last year, which means that 35.1 people a day. What is worse, suicide has been the number one cause of death for the people in their 20s and 30s. Police around the world have actively participating in prevention and response to suicide reduction by training and sending negotiators to the suicide situation, but Korean police has yet recognized its proper role in this matter. However, since police officers, as first responders to all situations, get called to the suicide situation before anyone else does, they definitely need to develope response measures and train themselves. As we have the highest number of suicides in the world, we have a desperate need to establish government wise measures against the suicide. And we also need to educate police officers with negotiation skills and let them actively respond to the suicide situations and thus contribute to the reduction of suicide. To accomplish this goal, this study analyzed the trends of suicide in Korea and proposed negotiation tactics which are based on negotiation theories and FBI guidelines.
