국문 초록

우리나라에서도 IMF 경제위기 이후 증가된 실업과 빈곤을 치유하기 위하여 사회적경제에 대한 관심이 점차 커져가고 있으며, 사회적기업육성법의 제정을 비롯한 정책입안과 정부와 기업 및 민간이 함께 하는 사회적일자리 창출사업을 시작하고, 사회적기업육성정책을 추진하여왔다. 2006년 여야합의로 사회적기업육성법이 통과되고 2007년 7월1일부터 사회적기업육성법이 시행됨에 따라 사회적기업 인증제도가 도입되었다. 이에 따라 인증된 사회적기업에 대해서는 경영지원, 시설비지원, 공공기관의 우선구매, 조세감면 및 사회보험료지원, 재정지원을 하고 있다. 그러나 사회적기업의 개념은 아직 보편화되어 있지 않으며, 그 정의에서부터 법적형태 등 많은 과제들이 해결되어야만 한다. 본 연구는 사회적기업에 대한 이해와 더불어 부산의 사회적기업의 현황과 육성전략에 대해 논의하였다.

영문 초록

After the IMF economic crisis aid, Korea has seen the increased interest in social economy to handle unemployment and poverty, which is expanding the interest in and the scope of social enterprise activities including the enactment of the Act on Social Enterprise Promotion and the social employment creation project. IN 2003, the Korean government initiated the social employment project and the policy to support a social enterprise. As the Act on Social Enterprise Promotion went through in 2006 and was effective as of July 1, 2007, the social enterprise certification system was introduced. According to the Act, various supports for operation, and financial assistance are rendered to the certified social enterprise. The concept of social enterprise is not yet widely accepted, leaving unsettled several issues including the definition, the legal framework, etc. A social enterprise as a social venture based on certain region offers a wide range of methods to bring community society innovation, economy development, and welfare improvement. For the promotion of regional social enterprise, it is necessary to get rid of the obstacles standing in its path and to initiate the economically self-independent social enterprise. What follow are "key suggestions" that can be used to enhance the commitment to social enterprise promotion. Firstly, it is necessary to create a social-enterprise-friendly atmosphere. As this atmosphere starts with the awareness of the value of a social enterprise, it is required to conduct a survey on the social enterprise secter. Morever, several activities to maintain the social enterprise support system, to set up the private and public network, to enact the municipal ordinance for a social enterprise, and to compose the regional social enterprise support council should be considered. Secondly, both competent leader training and business consulting service for a social enterprise shall be prerequisites for the enhanced capability of social enterprise. Especially in the position of a social enterprise, great efforts should be devoted to enhance the management transparency of a social enterprise.
