국문 초록

이 글은 중국의 세계화에 대한 인식전환과 통상정책과 대외전략의 결합경향의 등장을 배경으로 중국 주변지역외교의 핵심축인 동북아 지역전략이라는 시각에서 중국의 FTA 추진전략을 고찰하고, 나아가 중국의 동북아 지역전략에서 한·중 FTA가 지니는 목적과 함의를 살펴보는 것을 기본목적으로 한다. 중국 “주변지역외교(周邊外交)”의 핵심으로서 “동북아지역전략”은 중국이 국내경제발전에 전념할 수 있도록, 역내 정치·외교·군사적 마찰이나 충돌 가능성을 완화하여, 안정적 안보환경 구축을 목표로 진행되어왔다. 그러나 현재 동북아 지역은 중국의 다른 주변지역에 비해 상대적으로 안보적 불안요인이 높은 상황이다. 즉 한국과 일본이라는 강력한 미국의 군사동맹과 경제적으로 중국보다 발달한 국가들의 존재, 그리고 한반도 분단과 미군의 주둔이라는 냉전적 요소의 지속 등 안보적 긴장도가 여느 지역에 비해 상대적으로 높은 편이라 할 수 있다. 이와 같은 상황에서 중국은 한국이 동북아에서 비교적 자신과 전략적 이익이 일치한다고 판단하고, 한·중 FTA 체결에 적극적으로 나서 동북아 지역전략의 실현을 모색하고 있는 것으로 보인다. 이에 이 글은 우선적으로 중국의 외교정책, 특히 세계화에 대한 중국의 인식변화를 배경으로 대외전략적 경향이 강화되어가는 통상정책의 배경을 살펴보고, 그 일환의 연장선에서 중국의 FTA 전략을 분석해 본다. 또한 중국 주변지역외교의 핵심인 동북아 지역전략이 현재 직면하고 있는 도전과 과제에 대한 고찰을 통해, 한·중 FTA 체결이 중국의 동북아 지역전략에서 가질 수 있는 돌파구로서의 목적과 함의를 분석해 볼 것이다. 마지막으로는 향후 한·중 FTA 체결과 한국의 대응 자세 등에 관해 간략히 논해 볼 것이다.

영문 초록

This paper will consider China’s effort for establishing the FTA from its world perspective and regional strategy in Northeast Asia, and, among others, the object and implication of the trade agreement between Korea and China in a setting of China’s regional strategy in Northeast Asia. The “regional strategy in Northeast Asia” has played its role as the core part of Beijing’s “peripheral diplomacy,” aiming at building a more stable environment in terms of security in the region by reducing political, diplomatic and military frictions and conflicts so as that it can focus its full attention on domestic economic development. However, there are relatively more factors that impair the regional security in today’s Northeast Asia than elsewhere in China. In short, due to the presence of Korea and Japan, two economically powerful neighbors and strong allies of the U.S., in addition to the lingering remnants of the Cold War such as the division of the Korean Peninsula and the deployment of the U.S. armed forces, tensions are relatively still running high than any other area. Against this backdrop, Beijing, deciding that Seoul has relatively common strategic interests with it in Northeast Asia, is apparently seeking the realization of its Northeast Asian strategy by aggressively working for a concluded Sino-Korean FTA. In this regard, this paper will take a closer look at China’s diplomatic policy, especially its foreign policy that has been combined with its trade policy based on its cognitive change in globalization, and, as part of such methodology, China’s strategy toward the FTA will be analyzed. Furthermore, by studying in challenges and tasks with which the regional strategy in Northeast Asia, the core part of China’s peripheral diplomacy, is currently faced, the object and implication of the conclusion of Sino-Korean FTA, as a breakthrough for China’s regional strategy in Northeast Asia, will be closely examined. Finally, the future conclusion of Sino-Korean FTA and Korea’s possible responsive stance on it will be briefly discussed in this paper.
