오바마정부는 포괄적 한미동맹을 원한다

국문 초록

2008년 12월 17일부터 22일까지 5일간 미국 워싱턴을 방문해서 외교안보정책 관련 전직 고위 관료 및 군 장성을 비롯하여 U.S. Institute of Peace(USIP), Center for a New American Security (CNAS), The CNA Corporation, Institute for Defense Analyses(IDA) 등 그 곳 외교안보 싱크탱크의 여러 전문가들과 견해를 나눴다. 대담에서는 대체로 오바마 정부 하에서 예상되는 전반적인 대내외 정책성향을 전망해 보고, 이어서 최근 한반도안보환경 변화추이에 대해 미국 측은 어떤 시각에서 평가하고 있고 또 앞으로는 어떨 것인지 등에 대해 견해를 교환했으며, 특히 부시정부 말기의 북한 핵무장 기정사실화, 전시작전통제권 전환 및 한미연합사(CFC) 해체 추진, 북한의 핵폐기 관련 부시대통령의 대북 종전협상 용의 표명, 북한급변사태 발생 가능성과 한미공조방향 등에 대해 개인적인 차원에서 허심탄회하게 견해를 주고받았다. 이 글은 면담의 주요 내용을 바탕으로 쓴 것이다. 결론적으로, 오바마 정부의 전반적인 정책성향을 2008년 12월 시점에서 평가해 볼 때, 한미동맹관계, 북핵문제, 테러전쟁, 비확산, 기후변화 등 국제협력 문제와 관련하여 한국의 이명박 정부와 미국의 오바마 정부는 서로 원만한 협조관계를 유지 할 것으로 보인다. 그러나 그러한 원만한 협력관계는 서로 주고받는 성숙된 동반자적 관계를 전제로 하는 것이며, 이를 위해서는 서로 상대방으로부터 무엇을 기대할 수 있고, 또 상대방에게 무엇을 줄 수 있는지에 대해 교감이 있어야 할 것이다. 따라서 이명박 대통령은 오바마 정부 출범을 계기로 한미 양국의 주요 관심 사안들에 대한 우리정부의 입장을 구체적으로 정립하고, 가급적 빨리 오바마 대통령과 깊은 대화를 나눌 필요가 있다. 특히 이명박 대통령과 오바마 대통령의 첫 대면에서 이런 문제들에 대한 상화이해와 각각의 기본입장에 대한 교감을 갖는 것이 중요하다.

영문 초록

October last year New Asia Research Institute initiated a forecast project, Korean security 2020. As part of the project Professor Sang-Woo Rhee and I made a short visit to Washington, D. C. We met a dozen of former government officials, retired generals, and experts and specialists from renowned American think tanks including the U.S. Institute of Peace (USIP), Center for a New American Security (CNAS), the CAN Corporation, and Institute for Defense Analyses (IDA), and exchanged views on some prospective security and foreign policies likely to be taken under Obama’s presidency. Our discussions were focused in major degree upon what perceptions and views most American commentators and specialists, especially strategists and policy analysts associated, directly or indirectly, with then President-elect Barrack Obama have as to the current trend of development in and around the Korean Peninsula. In particular, we sought to hear from our American friends and colleagues in personal capacity and with straightforwardness as to how they see such sensitive issues relating to Korean security as initiated by the Bush administration in its later years, including the recognition of North Korea as a country possessing nuclear weapons, the dismantlement of the Korea-U.S. Combined Forces Command(CFC), the signing of a document with North Korea to officially end the Korean War, albeit, supposing the North’s will to give up it nuclear ambition. This essay is a summary report of results of our Washington visit. Against the backdrop of the overall policy orientations of President Obama and his associates, the Obama administration is very likely to be in close cooperation with the Lee Myung-bak administration, especially with regard to alliance relationship, North Korean nuclear program, nonproliferation, anti-terrorism, multilateralism, climate change, and many others. Meanwhile, in a reflection of maturity in Korean-American relations, both Korea and the United States may need to develop a sound ‘give and take’ partnership in handling various issues of mutual concern, economic, political or strategic. To do this both sides need to share views with each other as to what one can give to, and receive from the other in times of need. President Lee Myung-bak should be well advised to prepare him in this context in scheduling a summit with President Obama sooner or later.
