국문 초록

이 글은 오바마 미국 행정부의 대외정책 방향과 핵문제를 중심으로 한 대북정책을 분석하고, 이에 대한 우리의 대응방안을 제시하는 데에 그 목적이 있다. 오바마 행정부의 대외정책은 윌슨주의적 현실주의에 기초하여 다자주의적 외교에 치중하면서도 국익에 따라 유연하게 대응하는 실용주의적 성격을 띠게 될 것이다. 즉, 대화와 협력, 다자안보체제와 파트너십을 통한 국제문제의 해결이 오바마 행정부의 외교안보 기조가 될 것으로 예상된다. 북핵문제 해결에 있어서도 오바마 행정부는 6자회담과 아울러 현재의 차관보급 보다는 고위급의 직접대화를 통한 해결을 추진할 것으로 보인다. 그리고 그 방식도 선핵포기 후경협 및 관계개선이 아니라, 핵포기 과정에 따른 경협 및 관계개선이나 또는 선경협 및 관계개선 후핵폐기 방식을 취할 가능성도 있다. 이러한 변화에 대해 이명박 정부는 다음과 같은 정책을 취하는 것이 필요하다. 첫째, 이명박 정부는 북한 핵의 완전한 폐기라는 정책 목표는 확실히 견지해야 한다. 그리고 우리정부는 핵문제 해결에 있어 북한의 완전한 핵폐기 원칙을 미국이 고수해야 한다는 점을 강조해야 하며, 한국정부와의 긴밀한 협력 하에 대북접근을 하도록 요구해야 한다. 둘째, 북한의 핵보유가 점차 기정사실화 되고 있는 상황에서 한국이 이를 견제하기 위해서는 미국의 핵우산에 대한 확고한 신뢰가 무엇보다도 중요하다. 이 점에서 한미간 전략적 동맹관계를 더욱 강화할 필요가 있다. 셋째, 한국정부는 중국과의 긴밀한 대화 관계의 유지도 매우 요청된다. 미국과의 전략적 동맹을 강화하면서도 중국과도 긴밀한 파트너십을 유지할 수 있는 우리 정부의 ‘슬기로운 능숙한 외교’가 중요하다. 넷째, 오바마 대통령이 다자협력을 강조하고 있어, 앞으로 동북아시아에서의 다자협의체의 구축이 더욱 가시화될 가능성이 높다. 한국정부로서는 이러한 다자협의체가 어디까지나 한미, 미일의 양자동맹에 기초한 다자협의체가 되어야 됨을 강조해야 할 것으로 생각된다.

영문 초록

The purpose of this paper is to analyze the Obama administration’s foreign policy and North Korean policy focusing on the nuclear issue, and to try to suggest policies for the Korean government to counteract it. The Obama administration’s foreign policy will be based upon Wilsonian realism and show a pragmatic character which responds flexibly according to its national interest, even though it focuses on multilateral diplomacy. Namely, the base of the Obama administration’s foreign policy will find solutions for international problems through dialogue and cooperation, as well as multilateral security systems and partnerships. The Obama administration might pursue more direct high-level bilateral talks, than the current assistant level talks within the six-party process in order to achieve the complete and verifiable dismantlement of North Korean nuclear programs and inventory. Additionally the US policy, which puts more priority on the North’s denuclearization than economic cooperation and normalization, might change into the gradual economic cooperation and relationship improvement by the process of nuclear dismantlement. The Lee Myung-bak government should implement the following policies: First, the Lee Myung-bak government should stand firm with its position on the complete denuclearization of North Korea and ask the Obama government for close consultation with regards to the North Korean approach. Second, in order to cope with the situation in which the international community gradually accepts the nuclear possession of North Korea as the reality, Korea needs to be assure of the nuclear umbrella of the United States. In this point of view, it needs to strengthen the strategic alliance between the two countries. Third, the Korean government should keep close dialogue relations with China. On the one hand, Korea strengthens its strategic alliance with the United States and on the other hand Korea needs a wise and skillful diplomacy by keeping a close partnership with China. Fourth, President Obama is emphasizing multilateral cooperation. There is the possibility of the construction of a multilateral security council in Northeast Asia in the foreseeable future. The Korean government must stress that this multilateral council should be established in the base of bilateral alliances of Korea-US and US-Japan.
