주민자치위원 활동동인 특성이 복지의식에 미치는 영향 연구

국문 초록

본 연구의 목적은 지역사회 주민자치 활동에 참여하고 있는 주민자치위원들의 활동동인 특성인 참여동기, 지역정체성, 이타적 가치관의 각 변수들이 복지의식에 미치는 영향을 분석하는데 있다. 이를 위하여 서울시 25개 자치구에서 활동하고 있는 주민자치위원 270명을 대상으로 설문한 연구결과는 다음과 같다. 지역주민들의 삶의 질 향상에 기여하는 사회복지제도의 필요성을 인식하는 복지의식에 영향을 미치는 변수로 선정한 주민자치위원들의 활동동인 특성인 참여동기, 지역정체성, 이타적 가치관 모두가 해당되는 것으로 나타났다. 구체적으로 형평성 인식에 대해서는 참여동기, 이타적 가치관이, 정부의 역할인식에서는 참여동기, 지역정체성, 이타적 가치관 모두가, 세금에 대한 인식에서는 참여동기, 지역정체성, 이타적 가치관 모두가 통계적으로 유의미한 영향을 주는 변수로 분석되었다. 그러므로 주민자치위원회의 프로그램은 주민자치위원의 참여동기를 극대화할 수 있도록 권한과 책임을 동시에 갖는 운영이 되어야 하며, 주민들이 지역정체성과 애착심을 갖도록 지역특성과 고유문화를 포함하는 운영체계를 갖추어야 한다. 그리고 주민자치위원들이 더불어사는 지역의식을 갖고 이타적인 가치관으로 상부상조할 수 있는 분위기를 만들기 위해 지역자원 연계의 원칙을 갖춰야 함을 대안으로 제시하였다

영문 초록

The purpose of this study is to analyze how each factor in the participation motives, community identity, altruistic value, called Activity characteristics of community autonomy committee members, who have been participating in the autonomous activities of community, influences the welfare Attitudes and thus set up a wide range of development of community autonomy programs in order to strengthen the social welfare attitudes. To reach this purpose, the study on mainly focusing on 270 members of community autonomy committee in the 25 local autonomous districts of Seoul Metropolitan Government is resulted in as follows. It appears that participation motives, community identity, altruistic value, which are regarded the individual characteristics of community autonomy committee members influence the social welfare attitudes. Describing it in detail, participation motives and altruistic value affect the equality recognition, while participation motives, community identity, and altruistic value influence the recognition of governmental role, and taxation, together derived from the statistically meaningful affected variables. Therefore, in order to maximize the participation motives of community autonomy committee members, its program should be managed to have authorization and responsibility, simultaneously, and establish the operation system having the community characteristics and culture in order for the community residents to have the community identity and affection to the communities. And the principle of connection with the community resources is proposed as alternative so as to create the atmosphere that community autonomy committee members have the community identity to live with all together and help one another with the altruistic value.
