광무양전과 토지조사사업에 대한 비교

국문 초록

  우리나라의 근대적인 토지소유권 및 지세제도의 시작은 언제부터 시작 되었는가에 대한 궁금증에서 출발하여, 최근 다시 대두되고 있는 식민지근대화론에 대한 올바른 자료를 제시하고자 하였으며, 대한제국기(광무2년)에 실시되었던 광무양전 및 지계.관계발급사업과 일제강점기에 실시되었던 토지조사사업에 대하여 비교함으로써, 근대적인 토지제도는 언제부터 시작되었으며, 어떠한 과정을 거쳐 현재까지 이어지게 되었는가에 대하여 연구하였다.
  본 연구는 대한제국기의 광무양전 및 지계 관계발급사업과 일본강점기의 토지조사사업을 연구 대상으로 하여, 국내 문헌조사와 학술지, 관련논문, 인터넷 검색 등을 통하여 자료를 수집하고 분석하였으며, 17세기~18세기에 실시되었던 양전사업의 역사적인 의미와 실시 목적을 조사하였으며, 대한제국기의 광무양전과 지계.관계발급사업을 실시함으로 인해 근대적인 토지소유권 및 지세제도의 발전에 어떠한 의미가 되었으며, 일본강점기 실시한 토지조사사업과 비교하여 어떠한 차이점과 공통점이 있는지에 대하여 살펴보았다.
  우리나라의 근대적인 토지소유권 및 지세제도의 시작은 일제강점기 실시되었던 토지조사사업부터가 아니라, 근대국가로의 전환점에 서 있었던 대한제국의 토지제도개혁에 대한 강력한 의지로 실시되었던, 광무양전과 지계.관계발급사업이야 말로 근대적인 토지소유권 및 지세제도의 시작이며, 봉건사회에서 탈피하여 근대사회로 나아가는 출발점이었다.

영문 초록

  Beginning with a curiosity on when was the start of the land ownership and the land taxation system in our country, presenting proper data’s about the colonial modernization theory which is again raising its head recently, and comparing to the relationship between the Land investigation project executed under the Japanese’s ruling and the GuangMu YangJun and the JiGueㆍGuanGue project which are executed by the Korea empire (GuangMu year 2), the researcher researched when the modernized land system had started and what kind of process or events was made until now.
  This research collected and analyzed data’s through domestic literature investigations, journals, related dissertations, and Internet searches etc, and investigated an execution intension and a historical meaning of YangJun project executed in 17th~18th century, and investigated the differences and sameness between the Land investigation project and the GuangMu YangJun and the JiGueㆍGuanGue project, and which meaning was made through a development of modernized land ownership and land taxation system by the execution of the GuangMu YangJun and the JiGueㆍGuanGue project.
  The start of the modernized land ownership and Land taxation system is not from the Land Investigation project but from the GuangMu YangJun and the JiGueㆍGuanGue project executed by a strong will about land system reform in Korea empire who was on the turning point to modernization.
  This project was a real start of a modernized land ownership and a land taxation system, and a starting point of a modem society ending up a feudal society.
