북한의 농산물 유통정책에 관한 연구

국문 초록

  사회주의 경제체제는 중앙 당국의 통제에 계획경제이다. 이 같은 현상은 농산물 생산과정과 유통에서도 그대로 적용된다. 그러나 사회주의 국가의 경제체제와는 달리 자본주의 국가에서 농산물을 생산하는 목적은 적은 비용으로 높은 생산량을 달성하는 것이다. 이 연구의 목적은 자본주의 국가에서 농산물의 생산관리와 유통과는 다른 사회주의 국가인 북한에서 농산물이 어떻게 생산되고, 유통되는 가를 알아보는 것이다.
  물론 사회주의 국가가 붕괴한 이후 북한은 일정부분 경제개혁을 시도하였다. 그러나 경제 성장을 위한 자원이 부족하고, 미비한 개혁으로 인하여 그 성과는 미비한 것이었다. 경제에서의 미비한 성과는 농업에서도 그대로 반응되었다. 즉, 농업에서 계획과 실질적인 환경이 차이가 나는 것이다.
  이 같은 문제를 해결하기 위해 우선, 농민시장을 활성화 시킬 필요가 있다. 소비시장과 산지 유통을 활발히 하여 농산물을 자유로이 거래할 수 있는 환경을 조성하여야 한다. 둘째, 시장의 규모와 시장의 수를 확대하여 생산물을 좀 더 활발하게 거래를 할 수 있게 하여야 한다. 셋째, 기존 도매소를 개선하여 생산물  유통원칙을 가지고 물자유통을 활발히 하여야 한다. 이를 위해 산지 유통시설을 개ㆍ보수 할 필요가 있다. 마지막으로 장기적으로 남한의 유통공사와 같은 회사를 설립하여 농산물을 위탁경영하는 것도 필요할 것이다.

영문 초록

  A socialistic economy system is a planned economy in which administrative power is centralized. In other words, while firms under the capitalistic economy system pursue maximizing their profits and reducing the costs, firms under the socialistic economy system focus on securing labor and capital from the government in order to over-accomplish the planned. This study analyzed the agriculture-production management, the circulation of agriculture.
  Although North Korea attempted to implement the Four Reformation through the announcement of the Agriculture Theses, this attempt could not help the conflict faced by a self-supporting national economy with a shortage of resources fundamental for the national economy growth. The unbalanced development between planned economy and circulation of agriculture.
  To solve these problems, North Korea should, first, adopt the growth market. Second, while North Korea needs to open its markets to foreign countries, it also needs to expand free markets. Third, buying wholesale is developing. This study was an analysis of general trends in agricultural circulation in North Korea. Specifically, while analyzing the problems of agricultural circulation this study was not able to propose solutions to the problems. Solutions will be an important topic for future research.
