북한 급변사태관련 국제적 협력문제 고찰

국문 초록

  북한 급변사태의 현재적 의미는 더 이상 북한 자체의 문제이기 이전에 주변국과 우리와의 관계에서 새로운 협력관계를 구축할 수 있는 기회인 동시에 새로운 갈등 요인으로 작용할 도전이기도 하다.
  북한의 급변사태시 북한을 제외한 5국이 모두 개입할 근거를 갖고 있다는 점은 오히려 어느 일국이 북한 상황을 독점적으로 장악ㆍ통제하는 것이 현실적으로 부담으로 작용할 수 있다는 것을 의미한다. 첫째, 어느 일국도 가난한 북한의 경제를 책임질 정도로 국가적 능력이 충분치 않으며 둘째, 주변국들이 북한지역을 봉쇄할 경우 북한을 독점적으로 장악하려는 특정 국가의 의도는 즉시 무력화될 수 있기 때문이다. 더구나 북한 급변사태시 한국 및 주변국들간의 이해관계의 충돌이나 오해가 발생할 수 있는 문제들, 예컨대 ①북한지역 관할권문제, ②핵ㆍ미사일 등 WMD 통제문제, ③북한 신정권 승인 문제, ④북한군의 무력 도발 문제, ⑤대량난민 및 대북 긴급지원문제들은 더 이상 어느 일국의 능력이나 힘만으로 북한에 배타적으로 개입하여 통제관리한다는 것이 매우 어려운 문제 일뿐아니라 사전에 국제적 협력과 논의를 하지 않을 경우 주변국들간 새로운 갈등 요인으로 작용하게 될 것이다.
  그런 의미에서 북한의 급변사태는 북핵문제 만큼이나 국제적 개입이나 협력이 불가피한 문제라고 규정지울 수 있다. 그렇다면 우리의 대비방안의 기본 입장과 목표는 매우 분명해진다. 북한 급변사태시 북한지역의 조기안정화를 목표로 「국제적 협력하에 한국의 주도권을 확보하는 방안」이 될 것이다. 비록 한국이 북한 급변사태시 독자적으로 군사적ㆍ비군사적 개입여지가 전혀 없다고는 할 수 없지만 국제적 개입이 불가피한 조건하에서는 우선 한국에 불리할 수 있는 국제적 개입방식들이 적용되는 것을 차단하는 것이 급선무이며 동시에 국제적 협력 하에 주도권을 확보하는데 주력해야 한다는 것이다.

영문 초록

  The purpose of this paper is to recommend the direction for South Korea"s response if any critical event in North Korea occurs.
  Now North Korea which is isolated from international societies is under multiple severe economic and political stress. Experts estimate North Korea would muddle through for a moment, but North Korea will finally collapse in near future.
  In the event of Kim Jong Il"s sudden and unexpected death, competitive political -military factions might appear in North Korea. Competition between military cliques has the potential to cause an unimaginable catastrophe. The following will be discussed: starvation, flagrant violation of human rights, coup d"etat, riot, disorder, military provocation aganinst South Korea. So that will create massive North Korean refugees and Nuclear-transfer.
  The neighboring countries will engage North Korea in order to control WMDs and protect their strategic interests on the peninsula. Korean peninsula could be a battlefied where major powers try to take their hegemony if South Korea does not take the initiative in managing North Korea"s crisis properly. Futhermore, there is a possibility that the US and or, China could manage the crisis of North Korea without South Korea"s participation.
  Thus, it needs to be stressed the importance of cooperative relationship with international authorities as well as the neigh bering contries in regards to the military attack, disorder, riot, starvation, massive refugees in North Korea.
  South Korea must play a leading role managing North Korea"s crisis through cooperation with neighboring countries and international authorities. The most important consideration in international cooperation is to inform international societies including neighboring countries of South Korea"s intention to unify Korea by a peaceful process and of an unified Korea"s contribution to the international peace by sharing reciprocal interests.
