비핵화이후 북한의 체제 내구력 전망

국문 초록

  북핵 폐기 2단계 종료가 선언되고 최종단계인 3단계로 진입하게 되면 북미관계가 획기적인 전환을 맞이하게 된다. 핵신고가 승인되면 북한을 테러지원국 명단에서 해제된다. 그러면, 북한은 비로소 국제사회의 일원으로 대접받아 국제금융기구의 지원대상에 오르는 것을 뜻한다. 북한은 오랜 기간동안 미국과의 국교수교를 위하여 노력해왔으나, 미국은 북한을 불량국가, 테러지원국가, 악의 축, 폭정의 전초기지 등으로 규정하여 적대정책을 지속해왔다.
  하지만, 북핵협상이 순조롭게 마무리된다면 김정일 체제는 지속성을 확보하게된다. 북핵협상으로 북한이이 얻게 된 인센티브는 대단히 크다. 기능적인 효과로는 북한이 미국과의 관계개선으로 경제적인 봉쇄가 풀리면서 경제성장의 돌파구를 마련하게 된다는 전망이 있다. 그러나 부정적 영향도 없지 않다. 이데올로기적인 측면이나 새로운 경제체제의 생성, 개혁ㆍ개방 정책의 시작이라는 측면에서 역기능적인 측면이 예상된다.

영문 초록

  A landmark six-nation deal reached in February last year offered the North a million tons of fuel oil, normalized ties with the United States and Japan and a formal peace treaty, if it scrapped all nuclear programs and material. In case North Korea agrees to the dismantlement of its nuclear facilities, it is more likely that the North Korea will subscribe to a high-level of denuclearization. north Korea wants to ally with U.S.A. hoping to creat a favorable political situation on the Korean peninsula.
  The symbolic event for the disabling of North Korean nuclear facilities will take place after North Korea hands over documents recording its past nuclear activities and present capabilities to China, the host of the six-way talks, and the United States removes Pyongyang from its list of terrorism-sponsoring nations. The remaining part of the "action for action" nuclear deal promises to be more complex. It involves technical problems, ranging from how to dispose of the spent and fresh nuclear fuel and more than 30 kilograms of weapons-grade plutonium held by North Korea. Moreover, the question of providing energy and economic aid to the North requires active cooperation among all parties of the six-way talks, as well as the international community at large, for the cause of establishing a permanent peace regime on the Korean Peninsula.
