국문 초록

  본 연구는 중국이 국내외적으로 매우 골칫거리라고 할 수 있는 인권문제를 어떻게 다루고 있는지, 특히 “미국을 비롯한 해외의 인권 공세에 대해 중국은 과연 어떻게 대응하고 있는지.” 또 “중국의 대응이 어떤 효과를 발휘하는지”를 분석했다. 중국은 미국의 인권 공세에 대하여 크게 두 가지 대응 전략을 구사하고 있는데, 하나는 문화적 상대주의 관점에 입각하여, 소위 ‘중국 특색의 인권 담론’을 강조함으로써 중국의 인권 정책과 국내 상황을 합리화하는 것이고, 다른 하나는 인권압력의 이면에 깔려있는 미국의 전략적 의도를 비판하는 것이다, 이런 중국의 대응으로 인해 미국의 인권 압력이 중국의 정치변화를 유도하는 데 미치는 효과는 극히 제한적이다. 그 이유로서는 첫째, 미국의 인권압력이 중국 내 민족주의적 반미 정서를 부추기고 있어 오히려 대내 단결을 강화하는 효과를 초래하기 때문이고, 둘째, 인권에 대한 새로운 개념 규정과 개별 국가의 특수한 조건을 강조하는 중국의 반박 논리가 중국 내에서 나름대로 설득력을 지니고 있기 때문이다.

영문 초록

  How does China respond to international human rights pressure on itself? And What are the likely prospects for China"s political changes or democratization that the American human rights diplomacy has intended to promote? This article addresses China"s human rights discourses and policies since the 1989 Tiananmen Incident, which are mainly two-fold: First, the Chinese government justifies its domestic human rights situations by emphasizing "human rights discourses with Chinese characteristics" in light of cultural and developmental relativism, Second, it criticizes American strategic intentions of human rights diplomacy toward China as a thinly-veiled attempt to delay or deflect the rise of the another superpower in the Post-Cold War. Consequently, such human rights pressure has been counterproductive in that the CCP leadership has succeeded in convincing Chinese people that the Chinese version of human rights is more suitable to its national situation (guoqing) than the western one on the one hand, and that anti-American nationalistic sentiments-especially among young Chinese patriots-tend to strengthen domestic unity and CCP legitimacy on the other hand.
