국문 초록

  이 글에서는, 한국 내에서 지난 10년간 경쟁했던 진보세력의 대외정책인 자주외교론과 보수세력의 외교정책 대안이었던 동맹외교론의 내용과 전제조건들을 비교했다. 동맹외교론과 자주외교론을 다음과 같은 관접에서 비교했다: (1) 국가정책의 우선순위 (2) 한국의 상대적 국력 및 지정학적 위상, (3) 북한의 군사적 위협, (4) 한미동맹의 대체 가능성, (5) 한반도 통일 문제의 국제정치적 성격. (6) 국력을 구성하는 자원 가운데에서 의식, 이념, 정신상태의 중요성. (7) 한미동맹이 한국과 주변국의 관계에 미치는 영향. (8) 한미동맹과 국가의 자주성. (9) 경제와 안전보장의 관계. (10) 미군이 한국에 주둔하는 이유 등의 측면에 관해서이다.
  외교노선 선택은 최종적으로 국민들이 최고권력자를 통해서 선택하며, 2007년12월 대선에서 한 국민은 보수적 정치세력을 선택했다. 보수정치세력을 대변하는 이명박 정부는 실용주의 외교를 천명하고 있으나, 한미관계를 중시하는 보수적 외교기조를 선택했다.

영문 초록

  A purpose of this essay intends to examine the liberals" self-reliance diplomacy and the conservatives" alliance diplomacy, which have been at loggerheads over the last decade in Korea, by comparing their contents and premises. The two views are in stark contrast with each other in terms of perceptions and global outlook, leaving little room for compromise.
  The following are points of disparity between alliance diplomacy and self-reliance diplomacy: (1) priorities for national policies; (2) South Korea"s relative national power and geopolitical standing; (3) military threat from North Korea; (4) the possibility of replacing the U.S.-ROK alliance; (5) Korean unification in light of international politics; (6) mental factors like consciousness, ideology and the state of mind among resources of national power; (7) the impact of the U.S.-ROK alliance on neighboring states of South Korea; (8) implications of the U.S.-ROK alliance on South Korea"s autonomy; (9) relationship between economy and security; and (10) rationale for the deployment of U.S. troops in South Korea.
  At the presidential election in December 2007 the Koreans chose the conservative political power. President Lee Myung Bak will show that the US-ROK relationship had the top priority by saying that enhancing the alliance should come before improving inter-Korean relations.
