비자발적 실업위험 존재시 근로촉진 복지정책의 경제적 효과분석 - 한국의 공적부조제도 개편 효과를 중심으로

국문 초록

  본 연구에서는 일반균형계산모형을 이용하여 근로촉진 복지정책개편이 저소득층 근로자의 근로의욕과 저축 행위, 그리고 소득 및 자산분배에 미치는 영향에 대한 분석을 시도하였다. 근로복지 공적부조정책 개편의 일환으로 미국에서 시행되고 있는 TANF의 핵심정책요소인 근로의무강화와 누적수급기간제한을 도입할 경우, 저소득층 근로자의 큰로의욕과 저축을 증진되어 소득 및 보유자산 분배를 상당 수준 향상되는 결과를 얻었다. 두 가지 요소 중 누적수급기간제한이 저소득층의 근로활동을 더욱 촉진하는 것으로 나타났다. 또한 저소득층 근로촉진 정책의 일환으로 최근 도입된 근로장려지윈세제(EITC)는 차상위계층의 출로의욕에 어느 정도 영향을 미치는 반면 최저소득계층에는 별다른 영향을 미치지 못하는 것으로 나타났다.

영문 초록

  This paper studies the Economic effects of transformation of public aid programs for low-income households to the work-oriented schemes, using a computable general equilibrium model. We show that provision of two major components of TANF, a strict work requirement and lifetime limit of benefit recipient period, substantially improves the work incentives and savings of low-income workers and income-and-wealth distribution. Among the two major components, the latter is shown more effective to improve work incentives. We also show that the provision of EITC, which Korean government is planning to implement, has limited effects. It is primarily due to the fact the Minimum Living Standards Security System(MLSS), which is the current public transfer program for low-income households, provides so generous benefits that the provision of the limited EITC benefit can not substantially mitigate the MLSS"s work disincentives. The overall results suggest that provision of more active work incentive schemes such as imposition of strict work requirement and lifetime limit of benefit recipients period, is needed to improve the work incentives of low-income workers and income-and-wealth distribution.
