우리나라 전력시장의 효율성과 안정성 - 해외 전력시장 경험의 교훈

국문 초록

  본 논문은 전력시장 구조개편(1998~2004)의 산물인 전력시장을 평가함으로써 한국의 전력산업구조개편의 교훈을 도출하고자 한다.
  현재 전력거래소에서 관리하는 원가반영시장(CBP: 2001~)은 양방향 입찰시장(TWBP) 이전의 임시방편적인 시장이었다. 하지만 전력시장구조개편이 중단된 현재 CBP 시장은 발전부문에 지나친 초과이윤이 지불되는 문제와 과잉설비투자의 위험을 가지고 있어 전력거래소는 이를 보완하기 위해 단일 SMP 제도를 추진하고 있다.
  본 논문은 다양한 해외의 전력구조개편 실험을 살펴봄으로써 현재 우리나라 전력시장에서 나타나고 있는 문제가 전력시장의 설계 오류가 아니라, 전력시장의 아이디어 자체의 문제라는 교훈을 이끌어 내고자 한다. 이에 의하면 전력시장이 초래하리라고 기대된 전력산업의 경쟁력 강화라는 목표는 정보의 비대칭성, 전력시장에서의 시장지배력, 전력거래의 조정실패의 문제 등으로 인한 시장실패 때문에 달성하기 어려운 과제가 되었다. 이는 전력이라는 서비스가 수요와 공급이 매우 비탄력적이라는 특수한 성격을 가지고 있기 때문이다. 게다가 전력은 생산 후 송ㆍ배전망을 통해서 소비자에게 전달되어야 하는데 이 과정에서 계통안정성의 문제가 나타난다.
  본 연구는 효율성과 안정성의 측면에서 볼 때, 전력시장은 전력산업의 경쟁력 강화와 이를 통한 가격의 하락 등 초기의 약속을 달성할 수 없다는 결론을 내리고 전력시장에 대한 보다 근본적 재검토가 필요하다고 주장한다.

영문 초록

  This article offers insights regarding the implications of reform in the electric power industry in Korea since 1999 based on detailed analysis of the Korean electric power market. Korea Power Exchange(KPX) is responsible for the wholesale electricity trade(Market Operation: MO), called Cost-based Pool (CBP), as well as system operation(SO) of transmission process of electricity. In order to keep the retail price at a reasonable level, Korean government and KPX have operated dual marginal price system called Base-Load Marginal Price(BLMP) and System Marginal Price(SMP).
  However CBP market, after the termination of electricity restructuring reform, shows some drawbacks such as the risk of overinvestment for generation sector owing to the malfunction of CBP market inducing more revenues into generation sector from distribution sector. In order to solve this problem, KPX tries to introduce single SMP system. This proposal, however, conceals single SMP is not workable because it causes the inflation of electricity price.
  By examining the experience of electricity markets in other countries, this article raises the fundamental question whether the electricity market has fundamental weakness owing to the uniqueness of electricity itself or not. This article summarizes the problems of electricity market as market failure owing to market power, asymmetries of information and transaction cost from vertical dis-integration. This experience shows it appears as an unfulfilled promise that efficiency and price decline will be obtained through the electricity market.
  Furthermore, electricity market must guarantee transmission reliability too. The market operation in this sector necessarily increases the electricity trade from one region to another, which can increase the burden at the transmission line. The close relationship between market operation and system operation of transmission demands the critical reevaluation of electricity market including supply stability as well as efficiency of resource allocation. Since the restructuring the electricity industry, the frequent blackouts have been closely related to the market operation.
  After close reexamination of the electricity market experience of different countries, this article concludes the fundamental reexamination of the market is necessary and must be, instead of further development of electricity market.
