국문 초록

  기관대립형 의결기관과 집행기관의 관계에서 의결기관인 지방의회가 집행기관을 적절히 견제하고 정책능력을 제고하기 위해서는 지방의원의 의정활동을 지원하는 사무기구의 단체장으로부터의 독립과 사무직원의 전문적 정책능력 배양이 시급하다. 지방의회 사무직원의 인사권 독립은 지방자치단체에 별도의 비용을 수반하지 않으면서 지방의회의 기능 활성화에 기여할 수 있다고 보기 때문이다. 이러한 측면에서 본 연구는 지방의회 사무직원 인사제도의 문제점과 개선 과제에 대한 논의를 바탕으로 지방의회 사무직원의 인사권을 단체장으로부터 독립시킬 수 있는 현실적인 방안을 제시하는 것을 목적으로 한다. 이를 위하여 본 연구에서는 현실적으로 가능한 사무직원 인사제도 개편 대안을 설정하고 다항로짓모형을 이용하여 지방의원, 의회사무직원, 집행부 직원의 대안선택행위의 결정요인을 분석하였으며, 대안별 평가지표를 이용하여 지방의회 사무직원 인사권 개편의 최적대안을 탐색하였다.

영문 초록

  In a confronting relationship between local assembly and executive body, in order for a local council as a legislative organ to appropriately check an executive organ and enhance capability of policy making, it is imperative to have independence of an administrative staffs supporting activities of local assembly persons from the head of the executive body and to foster the administrative staffs of a local assembly to have professional capability of policy making. Independence of the administrative staffs of a local assembly from the executive head"s right of personnel management is regarded to contribute to the activation of the functions of a local assembly without invoking additional cost. In this regard, this research aims to suggest the realistic solutions to establish the independent personnel management system for the administrative staffs of a local assembly from the executive head. This research discusses problems of the present personnel management for the administrative staffs of a local council and suggests some alternatives to improve the current personnel management of a local council. The present paper analyzes the determining factors of choice behavior based on the suggested alternatives using a multinomial logit model and also searches for an optimal alternative on the basis of the some evaluation indices.
