국문 초록

  우리나라에 있어 지역균형발전정책은 지속적으로 추진되어 왔으며 대표적인 정책으로 수도권정책과 지역개발정책이 있다. 수도권정책은 수도권의 인구분산, 공장신설 억제, 대학의 지방이전, 공공기관의 지방이전, 산업기능의 재조정, 지역개발정책은 지역경제활성화를 추구하고 있다. 그러나 수도권정책과 지역개발정책이 추구했던 정책적 목표에 따른 효과를 분석한 결과 부정적인 측면이 많다. 특히, 수도권의 인구분산이 아닌 인구집중, 전국의 경제활성화가 아닌 수도권의 경제활성화가 이루어졌다. 따라서 수도권의 인구집중과 기타 지역의 인구분산과 수도권의 경제활성화와 기타 지역의 경제비활성화의 상관관계를 분석하기 위해 인구와 지역총생산과의 상관관계를 분석한 결과 수도권의 인구집중과 지역총생산과의 상관계수가 매우 높으며 기타 지역의 인구분산과 지역총생산과의 상관계수도 높은 것으로 나타나고 있다. 그러나 각 지역의 인구집중 또는 인구분산과 지역총생산내의 산업과의 상관계수는 지역마다 다르게 나타나고 있다.

영문 초록

  In Korea, a Balanced Regional Development Policy has been continuously promoted and its most notable policies are the Seoul area policies and the local regional development policies. The Seoul area polices focus on population dispersement in Korea, constraint of factory constructions, moving universities to other provinces, moving public institutions to other provinces and readjustment of industrial functions, while regional development policies mainly concentrate on promoting the local economies. However, according to analyses on the effects for the policy objectives promoted by these two policies, there were many negative aspects. In particular, instead of population dispersement in the Seoul area, population centralized in Seoul, hence causing the promotion of the economy in Seoul, rather than in the entire country. Therefore, according to analysis of the correction relation of the population and total regional production, which was conducted to understand the correction relation of the population centralization in Seoul and the population dispersement in other regions, as well as the promotion of the economy in Seoul and the demotion of the economy in other regions, there was a high correction relation between population centralization and total regional production in the Seoul area. There was also a relatively high correction relation between the population dispersement and total regional production in other regions. However, the correction relation of population centralization and/or population dispersement and the industries in the total regional production of each district, showed different results depending on the region.
