국민임대주택 입주자 특성 및 주거만족요인 분석을 통한 임차인 주거지원정책 제언

국문 초록

  본 연구에서는 “국민임대주택이 서민들의 주거비용 감소를 담보할 수 있는 대안인가?”, “집단화된 국민임대주택단지 내에서 소득계층간 격리현상을 해소할 수 있는가?” 등에 관한 의문을 제기하고, 실증적 모형분석을 통해 국민임대주택정책의 한계를 지적하였으며, Housing Voucher와 같은 수요자 중심의 주거지원정책이 필요함을 역설하였다. 입지선택모형에서는 접근성과 주거소요비용 간의 trade-off관계를 검증하였으며, 개발제한구역 내에 건설되는 국민임대주택의 임대료가 저렴하게 책정될 수 없다면 국민임대 주택 주민들의 주거만족도를 향상시킬 방안이 없을 것이고, 임대료가 저렴하게 책정되어 통근비용을 상쇄하더라도 도심과 가까운 지역에 입지하는 편이 주민들의 만족도를 높일 수 있을 것으로 예측되었다. 또한, 양호한 접근성과 저렴한 주거소요비용의 확보없이는 커뮤니티에서 사회적통합을 위한 정부의 여러 노력들이 크게 어필하지 못할 것이며, 주거시설의 고급화나 면적의 대형화 등 정부가 노력해온 역점사항들이 주민들의 주거만족도를 향상시키는데 크게 성과를 거두지 못할 것이라는 것을 분석을 통해 밝혀내었다. 주거지원정책선택모형에서는 저소득층이 선호하는 정책은 국민임대주택정책이 아니라 수요자들이 원하는 가격에 원하는 장소에 거주할 수 있게 만드는 주택바우처와 다가구매입임대주택 등 수요자위주의 정책이라는 것을 보여주었다.

영문 초록

  In this study, two issues about national rental housing development policy are raised. Those are, “Whether national rental housing is a good alternative to reduce residential expenditures of low-income residents?”, and “Can social segregation be resolved in a grouped national rental housing site?”. Through theoretical reviews and empirical models, the problems of national rental housing development policy are revealed, and necessity of demand oriented residential support policy is emphasized. In a location selection model, trade-off between accessibility and housing expenditure is confirmed. If rent of national rental housing which is constructed in a greenbelt area, cannot be lowered, there is no other remedy to improve residential satisfaction. Even in case that the rent is lowered offsetting commuting cost, residential satisfaction in the location near to the CBD might be higher. Additionally, without reservation of good accessibility and low housing expenditure, the efforts of government to make social integration and better housing quality may be inefficient to improve residential satisfaction. In a residential support policy selection model, it is found that desirable policy for low-income people is not a national rental housing development policy, but demand-oriented policies such as purchased rental housing and housing voucher.
