국문 초록

  이 논문은 대표적인 복지국가이론 가운데 하나인 권력자원모델을 렌트 이론을 근간으로 하여 재구성함으로써 한국의 사회복지의 발전과정을 설명한다. 한국에서 사회복지의 형성 및 발전 과정을 설명하기 위해서는 산업화 과정과 민주화 과정에서 국가의 사회ㆍ경제부문에 대한 개입으로 인해서 발생하는 렌트가 누구에 의해서 어떻게 사용되는지 살펴봄으로써 이해할 수 있다. 현재까지 한국에서 사회정책은 언제나 경제정책(산업정책)의 하위에 놓여 있었으며, 자연히 권력자원(렌트)은 사회부문보다는 산업부문에 사용되었다. 이는 오랫동안 권위주의를 경험했고, 민주화 이후에 세계화와 신자유주의적 구조조정이 가속화되면서 복지 서비스를 요구하는 노동계급 및 시민사회의 영향력이 취약했기 때문이다. 따라서 사회복지가 지속적으로 발전하기 위해서는 정치ㆍ경제적 개혁이 필요하다.

영문 초록

  This article explains the developmental process of the Korean social wefare system by recomposing the power-resource model on rent-theory. State elites have utilized rents as power resources mainly in industrialization. Until now, state elites have thought that economic policy(industrial policy) is more important than social policy in decision-making. We have need to see historical change of power relations between political and social forces, because power relations between social forces determine appropriation, allocation, and utilization of rents. The main reason is that civil society including labour-class has been weaker than state-section order capitalists. Strong-state governed order guided weak-society under authoritarian regimes, and influences of capitalists, specially chaebol, becomes larger than the past, while civil society has been fragmented and conservative in post-democratization. Accordingly we must seek political and economic reforms for developing social-welfare.
