정부 방폐장 추진정책의 문제와 지속가능한 대안

국문 초록

  정부는 지난 20년간 6차례나 방사성폐기물 처분장 부지조성을 추진해왔으나 심각한 사회갈등만 야기한 채 정책진전을 이루어오지 못했다. 이 논문은 2005년들어 정부가 다시 추진하고 있는 방폐물 처분장 사업의 타당성을 사업추진근거인 정책담론의 심층적 분석을 통해 검토한 후 대안을 제시한다. 이를 위해 정책담론의 핵심인 방폐물에 대한 정부의 위험인식과 방폐물 처분시설 부지조성원칙에 대해 분석한다.
  이 논문은 처분장 건설의 "시급성"을 강조하는 정부의 방폐물 위험담론이 자기모순적이고, 정부의 안전규제체제가 안전을 보장할 만큼의 독립성을 확보하지 못했음을 지적한다. 또한 정부의 보상과 주민투표를 통한 처분시설 부지조성방식이 안전문제를 흥정대상으로 만들고, 경제적 약자에게 집중되며, 유치지역 미래세대의 권리를 박탈할 수 있다는 점에서 지속가능하지 않다는 평가를 내린다. 이 논문은 결론적으로 정부가 시급성 논리에 기반한 정책추진을 중단하고 규제체제의 개혁을 통한 국민 신뢰의 구축과 사회적 합의를 통한 방폐물 정책결정을 제안한다.

영문 초록

  The Korea government has tried to site a radioactive waste repository six times for the past 20 years without meaningful progress in its policy framework, only triggering severe social conflict each time. As the government launches the 7th siting procedure in 2005, this article assesses the appropriateness of the government"s radioactive waste disposal policy frame by analyzing policy narrative in depth and suggests a policy alternative. To achieve this goal, it analyzes government"s risk perception which consists of fundamental policy narratives and its principle of radioactive waste repository siting.
  This article considers the government"s rhetoric which emphasizes the "urgency" of radioactive waste repository siting self-contradictory, and points out that national nuclear regulatory system is not independent enough to secure public confidence. It also claims the government"s siting approach based on compensated voluntarism unsustainable as far as the approach makes safety issues negotiable, inevitably focusing on the poor communities and trading away the rights of future generations. Finally, it suggests that the government retreat from its "urgency" approach, gain public trust by reforming the regulatory system, and decide radioactive disposal policy through social consensus.
