외국인 이주 노동자의 사회적 배제 연구 - “국경 없는 마을” 사례

국문 초록

  이 연구는 한국 사회에서 외국인 이주 노동자들에 대해 행해지는 다차원적인 차별과 편견이 작동하는 메커니즘을 ‘사회적 배제’라 규정짓고, 다양한 배경을 가진 이주 노동자들이 스스로 이러한 사회적 배제에 어떤 방식으로 대응하는가에 주목하고 있다. 구체적으로는 한국 사회가 가진 특유의 사회적 배제의 원인과 유형을 범주화하고, 이에 대응하는 이주 노동자들의 특성과 자발적 노력들을 고찰하였다. 또 이주 노동자가 유입된 이후 지역 공동체 내에서 형성된 사회적 관계 등을 살펴보았다. 그리고 이러한 현실에서 “국경 없는 마을”이 현재 한국 사회에서 갖는 위치와 의의를 찾아 보았다.
  분석에 주로 사용된 연구 자료는 안산시 원곡동에서 원주민들과 이주 노동자들이 함께 만들고 있는 새로운 공동체인 “국경 없는 마을”에의 참여 관찰과 이 곳의 이주 노동자들에 대한 심층 면접 결과이다.
  연구 결과, 외부인을 쉽게 받아들이지 못하고 다양성을 인정하는 데 인색한 한국 사회는 단일민족주의와 유교적 가부장제 이데올로기에 외국인 혐오증이 결합하여 독특한 형태를 띠는 사회적 배제의 메커니즘을 작동시키고 있었다. 이주 노동자들은 일관되지 못하고 미봉책 마련에 지나지 않는 정책과 제도의 허점을 파고들고 행해지는 법적ㆍ제도적 배제와 노동 현장에서의 착취와 차별의 형태를 띠는 경제적 배제, 그리고 외국인에 대한 편견과 오해로 인해 사회적 배제의 대상이 되고있다.
  안산시 “국경 없는 마을”은 다른 이주 노동자들의 거주지와 달리 게토화의 위험을 넘어서는 하나의 대안적 시도라고 평가할 수 있다. 이주 노동자들에게 “국경 없는 마을”은 한국 사회에서 생활하면서 정서적 안정을 얻으며 한국인과 새로운 사회적 관계를 형성하는 장(場)이다. “국경 없는 마을”은 한국 사회의 외국인력 정책과 제도의 미비함을 사회적 요구와 필요에 의해 보완하고자하는 이주 노동자들과 지역 사회구성원들의 자발적인 노력으로 형성되고 있는 새로운 공동체적 시도라 할 수 있다.

영문 초록

  This study focuses on how foreign migrant workers overcome social exclusion. Social exclusion of migrant workers is a reflection of multidimensional discrimination and prejudice in Korean society. The study focused on the social characteristics and reponses of migrant workers to social exclusion. It also observed the social relations of migrant workers and local residents in an alternative community, the "Borderless Village" at Ansan city in Kyounggido, Korea.
  Three areas of theoretical concepts and ideas are relevant in this study; 1) globalization and international division of labor as well as international economic inequality; 2) social exclusion as a concept that includes institutional, legal, economic, and social discriminations against foreign migrant workers.
  The data were collected through in-depth interviews with migrant workers during a series of field researches at the "Borderless Village" in Ansan City. The results are as follows. First, this study investigates the causes and types of social exclusion against foreign migrant workers in Korea. Social exclusion is composed of the legal and institutional inattentiveness regarding foreign labour policy, economic exclusion that includes unfair treatment at work places, and social and cultural exclusion that includes social discrimination and prejudice against foreign workers.
  Secondly, the "Borderless Village" is a sort of alternative community within which foreign migrant workers with various racial, ethnic, and national backgrounds and indigenous local residents live together and make an effort to build a community that is immune to social exclusion. What is more interesting is that the Village project has been initiated and maintained by the local residents.
  The policy implications for foreign migrant workers and prospects for future research are discussed in the conclusion.
