In the U.S., Standard Industrial Classification(SIC) codes are one of the most widely employed methods used to categorize firms into industry groups. Based on the institutional theory, I criticize the prevailing assumption that assignments of SIC codes to organizations are simple reflections of coded organizations" economic activities and argue that coding outcomes are contingent on social contexts of coders and coded organizations.
Organizational classification based on SIC coding scheme has been institutionalized among US economic actors through coercive, mimetic, and normative pressures. Reification - social actors" consideration of SIC codes as realities despite human involvement in its construction - makes it possible for organizations to be identified and evaluated based on its SIC codes. Through government"s actions based on SIC codes, peer SIC group association and SIC labeling effects, each SIC code becomes infused with either positive or negative values. Due to value embeddedness of SIC codes, coded organizations may prefer to obtain particular SIC codes among others.
On the other hand, institutions, however widely shared they are among social actors and however powerfully they present themselves as social realities, are not a perfectly organized contingency plan of social actions covering every situation. SIC coding scheme, despite its status as an institution firmly embedded within the U.S. economy, is an imperfect classification system in the sense that it often generates situations in which two or more SIC codes fit coded organizations to a similar degree, thus depending on coders" discretions for assigning primary SIC codes to coded organizations. Such imperfectness is partly responsible for suprisingly low degree of intercoder reliability or inconsistencies in coding outcomes among different coding organizations.
Based on these observations, I hypothesize and empirically test that absence or presence of economic exchanges between coding organizations and coded organizations influence the coding outcomes. In particular, comparisons of two coders, the Securities and Exchange Commission (SEC) and Dun & Bradstreet (D&B) with respect to how they coded 3,083 public firms between 1995 and 1999 show that having economic exchange relationships with coded organizations is positively associated with better reflecting coded organizations" preferences on SIC codes.
