국문 초록

  본 논문은 90년대 이후 유럽에서 실시되고 있는 직업훈련제도의 일종인 직장순환제(Jobrotation)에 대한 정확한 이해를 통하여 우리나라에 도입하기 위한 시사점을 찾는 것을 목적으로 한다. 직장순환제는 재직근로자를 외부의 훈련기관에서 직업훈련을 받도록 하고, 그 자리에 실업자를 한시적으로 대체고용하여 업무(=현장훈련)를 시키는 제도이다. 이를 통해 기업은 생산성향상을, 재직근로자는 숙련향상을, 실업자는 근로경험의 축적을 통한 재취업기회를 얻을 수 있다. 이러한 직장순환제는 대체근로의 형태에 따라 유형도 다양하고, 시행과정도 복잡하기 때문에 개별 프로젝트 관리자의 세밀한 관리가 중요하며, 관련 제도, 특히 재정지원방안이 잘 구비되어야 하고, 기업, 고용안정기관, 훈련기관, 기타 지역의 이해당사자들 간의 긴밀한 네트워크도 형성되어야 한다.

영문 초록

  This paper aims at understanding the “Jobrotation” as one of vocational training systems that has spreaded in Europe since the nineties, and finding implications for Korea. Jobrotation means that while employees get trained outside their firm unemployed workers work temporarily in the firm as substitutes for the training employees. Through Jobrotation, employers can expect the improvement of productivity, employees can expect to upgrade their skills, and unemployed workers can obtain the better opportunities of employment as regular employees through job experiences. Because there are several types of Jobrotation and the process of a Jobrotation project is very complex, it is very important that the process of a Jobrotation project should be well managed by a project-manager. Furthermore, concerned institutions especially their financial support system should be well structured, and close networks between firms, PES, training institutions, and other regional stake-holders should be established.
