경제성장과 안정을 위한 새로운 금융시스템의 구축

국문 초록

  1980년대 이후의 금융자유화와 금융혁신은 금융활동의 유동성과 자율성을 증대시켜 금융자본의 지배력을 강화시켰다. 그 결과 실물부문에서의 생산적 투자 위축과 경제성장 지체를 초래했으며, 금융부문에서도 빈번한 금융위기를 야기시켰다. 그리고 여기에 더해 금융배제 현상을 심화시켰다.
  금융활동이 경제의 성장과 안정, 그리고 소득창출 기회의 형평에 기여하기 위해서는 현재의 신자유주의적 금융질서에 대한 재검토가 필요하며, 또 새로운 금융시스템의 구축이 필요다.
  이러한 인식 하에서 본 논문은 자금의 순환이 은행을 중심으로 이루어지되 주식시장은 은행이 수행하기 어려운 금융기능을 보완하도록 일차시장 중심으로 발전되어야 하며, 자금의 흐름에 대한 관리는 현재의 자본건전성 감독에서 더 나아가 보다 적극적으로 자산운용건전성 감독과 규제를 통해 이루어져야 하며, 기존의 금융제도 외에 새로운 소액금융제도의 창출이 필요하다는 주장을 제기한다.

영문 초록

  Financial liberalization and innovation developed since 1980s have strengthened the liquidity and autonomy of financial capital, thus have brought to the contraction of investment and the low growth and the frequent financial instability. In addition to it, those have deepened the financial exclusion.
  This paper argues that it is necessary to build the alternative financial system and financial regulations to boost the economic growth and the financial stability and to enhance the financial inclusion. Those are as follows; firstly financial structure must be arranged to work mainly by banks and other financial institute and complementarily by capital market. Secondly the regulation of the soundness of bank"s lending must be introduced to restrict the speculative and short-term lending and to encourage to supply the productive investment finance. Thirdly, it is also necessary to introduce microfinance institutions to provide the financial service to the low income class and the poor.
