국문 초록

이 연구는 충청남도 공공기관의 장애인 편의시설 설치 현황을 파악한 후, 장애인들이 인식하는 편의시설 우선 순위를 알아보고자 하는 것이다. 또한 장애인 편의시설 설치의 문제점과 향후 개선방안도 제시함으로써, 지방자치단체의 장애인 사회재활을 위한 기초자료를 제공하는데 그 목적이 있다. 연구 결과, 첫째, 공공기관 장애인 편의시설 설치 현황을 조사한 결과, 편의시설에 대한 인식부족으로 인해 전반적으로 편의시설의 설치율이 낮게 조사되었다. 둘째, 학교기관의 장애인 편의시설 설치 현황을 조사한 결과, 대부분의 항목에서 편의시설의 설치율이 대단히 낮은 것으로 나타났다. 셋째, 장애인들이 인식하는 편의시설 우선 순위를 조사한 결과, 대부분의 항목에서 지체장애는 매개시설, 시각장애는 위생시설, 기타장애는 내부시설에 가장 많이 응답하였다. 이러한 결과는 각 장애영역별 특성에 기인한 것으로 생각된다. 내용분석 결과, 편의시설 설치에 관한 법률이 시설과 설비에만 비중을 두고 있어서 실제적으로 장애인들의 접근권을 보장해 주지 못하고 있는 실정이었다. 장애인의 사회참여를 보장하기 위한 편의시설 설치의 문제는 인간의 기본권 보장이라는 관점에서의 행·재정적 노력이 필요하다.

영문 초록

The purpose of this study is aimed at finding out current level of facilities for persons with disabilities in public domain through ChungNam and understanding prioritized importance of facilities. In addition, reporting problems of current practices in facilities and improvement of such services will be used as the fundamental data for local governments in establishing social rehabilitation services. The results of the study are as follows: First, when examining the current practices of facilities in public domain, the lack of recognition hindered facilities from being established more widely. Second, when examining facilities for persons with disabilities in schools, it was found that limited level of facilities was provided across all types. Third, when examining prioritized perception of facilities by persons with disabilities, transitional facilities were ranked most highly by persons with physical handicaps while persons with visual impairments rated hygiene facilities and others types of disabilities groups indoor facilities most highly. Such difference was perceived to be the feature of different disability domains. The analysis of contents revealed that the law dictating facilities and their provision only focused on physical aspects and that it did not help in reality for accessibility of persons with disabilities. Reported problems of facilities allowing persons with disabilities to participate in the society should be viewed from the perspectives of the basic right of human beings and should be provided with administrative/financial support.
