국문 초록

  본 연구는 전라북도 학교재정 배분의 개선방안을 모색하기 위해 추진되었다. 학교재정배분 방안을 모색하기 위해 도교육청, 지역교육청, 학교의 배분구조와 실태를 살펴보았다. 도교육청은 학교교육비와 목적사업비를 통해 학교에 재정을 배분하고 있는데 학교교육비는 다양한 연구와 변인을 고찰하여 배분되고 있다. 2000년에는 학교, 학급, 학생, 교원, 정보화비용을 배분변인으로 고려하였고, 2004년에는 정보화비용을 삭제하고 대신 시설관리비와 전기료를 배분변인으로 선정하고 있다. 목적사업비는 학교전출금의 36.6% 수준 이어서 적정한데 늘어나는 경향이다.
  지역교육청은 학교재정에 관련이 적은데 그럼에도 불구하고 여건 개선비를 마련하여 학교재정을 지원하고 있다.
  학교예산을 합리적으로 배분하려고 다양한 노력을 기울이고 있는데 도교육청에서는 목적사업비의 확대를 철저히 감시하고, 지역교육청에서는 여건개선비가 제도적으로 정착될 수 있도록 하고, 학교에서는 보다 학교의 실정에 부합되는 표준교육비 산출, 변인 발굴 등의 노력이 이루어져야 학교재정 배분이 잘 이루어질 것이다.

영문 초록

  This study was to find better allocation methods for school expenditure. To achieve this aim allocation methods were reviewed from the provincial level to the school building level.
  The provincial office of education allocates the school expenditure through a purposed expenditure and non-purposed expenditure. The non-purposed expenditure is very important for self managing school at the building level. The provincial office have tried to find the proper method to allocate the school expenditure. By using the proper variables the school expenditures were allocated non-purposely. The purposed expenditure makes influence to a self managing school. The more the purposed expenditure, the less autonomy of the school. The purposed expenditures have increased since 2001.
  The local office of education has little authority to manage the school expenditure. Even though the local office has tried to develop the fund raising. Chonbuk provincial office of education delegated some authority to manage budget.
  To have more appropriate allocation method of school expenditure Chonbuk Provincial Office of Education have to reduce the proportion of the purposed expenditure, to improve the authority of local office of education, and to find the more proper foundational school expenditure.
