학교신설 재정투자 구조의 혁신 방안 탐색

국문 초록

  본 연구는 학교신설 재정투자 구조의 문제점을 분석하고 이의 개선방안을 모색하기 위해 추진되었다. 학교신설 관련 재정확보 및 운영의 문제점으로는 학교의 기능변화에 대한 대처의 미흡 및 신설주체의 제한, BTL 활용의 한계, 학교신설에 대한 지방자치단체의 비협조 및 학교용지확보 노력 소홀, 과도한 신설비의 지출, 신설 수요예측의 정확성 결여, 저출산 고령화를 대비한 장기계획의 부재 등이 밝혀졌다.
  이 문제들을 해결하기 위한 혁신방안으로 혁신형 학교의 도입, 학교신설 주체기관의 확대를 통한 신설재원 확보, 개발자 부담원칙에 의한 학교 신설비 부담, 택지개발지역의 학교신설 업무처리절차 개선, 후손에게 재정부담을 주지 않는 학교신설 정책의 추진, 정확한 수요예측을 위한 정책개발과 연수 실시 등을 제시하였다.

영문 초록

  The purpose of this study was to analyze problems of educational expenditures for building a new school and to explore renovative ideas for solving the problems. The major problems founded was that the educational expenditures for a new school was too much in the local educational expenditure. It caused to the reduction of other educational expenditures and programs. The local government would not support the local educational government well. The Ministry of Education and Human Resource have tried to use BTL(Building Transfer Lease) policy. But this policy also has a problem that descendants should pay for the debits. The unsystematic plan for a new school was a problem, too.
  From the results of this study following solutions were suggested: building a new style school like a complex school which is combined the local government with the local educational government, diverse government"s participating in building a new school, reconsidering BTL project, enacting the special law for building a new school, local developer"s paying for expenditure of a new school, making a accurate new school plan based on the scientific simulation and educating the officers who are working with the new school project.
