해외유학에 따른 국가교육재원 유출 규모 분석 연구 - 지방대학위기 탈출 전략의 관점에서

국문 초록

  본 연구는 정보화ㆍ세계화로 인하여 개인의 교육적 선택권이 확대되어 감에 따라 해외로의 학생이동이 증가되고 있는 현상을 초국적교육의 확대라고 정의하고 이러한 초국적교육의 증가는 국가의 교육재원을 유출시킬 것이라는 가정하에 교육비를 추정하여 재정유출 규모를 추정하였다. 또한 최근 들어 우리나라로의 중국 및 동남아시아로부터의 학생유입이 증가하고 있는데 유입학생의 규모와 재원을 지방별로 추정하여 학생의 수도권 집중 및 지방공동화 현상으로 학생유출이 심각한 지방대학의 위기를 탈출하는 전략을 마련하는 관점에서 시사점을 찾고자 하였다.
  우리나라의 고등교육단계에서 유출학생수는 2005년 기준 어학연수를 포함하여 192,254명이며 총 재원유출규모는 2,099백만 달러에 이르는 것으로 추정되었다. 반면 총유입학생수는 15,577명이며 94백만달러의 재원이 우리나라의 고등교육 유입생으로부터 유입된 것으로 추정되었다.

영문 초록

  Because of the globalization, the ratio of students who study abroad is growing higher in these years. Between 1998 and 2001, the number of foreign students rose faster than the total number of tertiary-level students in OECD countries (16% for the former and 12% for the latter). It means that the choices in education are getting wider and the education market is getting bigger. Traditionally the students at the tertiary-level are often called as study abroad, but these days the study aborad at the primary and second level is becoming a wide-spreading phenomenon, although those levels of education has been regarded as a sort of enterprise under the national responsibility. In this study, increase of the international student mobility is suggested as the trans-national education. Trans-national means beyond the nation. Here it is selected by the reasoning that trans-national education is much more understandable to reflect the reality because of the globalization and internalization of education.
  The expansion of the transnational education is brought about a kind of the financial trade. Some countries gain both brain and money, others lose. Main results of this study were as following : 1) The number of the students who study abroad are estimated 192,254 and the amount of the financial resource drain is estimated 2,099 million dollars. 2)The students who study in Korea are 15,577 and the national financial resource gain is 94 million dollars. The implications of this study are driven as following : 1) to estimate the size of students by the country of destination and origin in Korea, and 2) to estimate the size of their educational expenditures.
