고성과작업시스템이 노동조합의 활성화에 미치는 영향에 대한 탐색적 연구

국문 초록

이 글은 2003년도 한국노동연구원에 의해 실시된 사업체 패널조사 의 자료를 사용하여 고 성과작업시스템이 노동조합의 활성화에 미치는 영향을 검토한다. 고성과작업시스템 및 노조간 관계에 관한 기존 연구의 대부분은 고성과작업시스템이 도입되는 과정에서 노동조합이 어떤 영향을 행사하는가와 고성과작업시스템과 기업성과간의 관계에 노조가 어떤 영향을 미치는 가라는 주제에 집중하여 왔다. 그 반면 고성과작업시스템의 도입과 확산이 노동조합에 미치는 영향에 관한 연구의 수는 거의 없는 현실이어서 탐색적 연구의 필요성이 대두된다. 기업 경영의 여러 사안에 대한 노조의 영향력, 노조의 활동에 대한 노조원의 참가 정도의 두가지를 종속변수인 노조 활성화의 핵심 변수로 사용하였고 그 외에도 노조 전임자의 수, 노조간부의 회사 측 회의 참가, 적극적 노조원의 비중 등 3가지 변수를 부가적으로 사용하였다. 이에 영향을 미치는 고성과작업시스템은 채용선발, 경력관리, 교육훈련, 참여기회, 그리고 의사소통의 5가지 개념을 사용하여 각각 측정되었으며 또한 5가지 개념을 합산한 지표도 활용되었다. 그 결과 고성과작업시스템 지표는 노조원의 노조활동 참가에는 유의한 영향을 미치지 않았지만 노조의 영향력 증가에 유의하게 기여하는 결과를 얻었다. 5가지 고성과작업시스템의 요소별 영향에서는 의사소통이 노조활성화에 가장 중요한 변수로 드러났다. 기업 내 의사소통의 증가는 노조의 영향력과 노조원의 노조 활동 참가 모두를 향상시키는 것으로 나타나 기업에 의한 의사소통의 개선이 노조의 활성화에도 기여하는 것으로 나타났다. 반면 기업에 의한 사원들의 경력관리는 노조의 영향력을 감소시키는 것으로 나타났다. 마지막으로 노조가 영향력을 미치는 영역을 임금고용, 작업장 이슈, 경영전반으로 삼분할 경우 5가지의 고성과작업시스템 측면 중 어느 것도 임금고용과 관련된 노조의 영향력에 유의한 영향을 미치지 못하는 것으로 나타났다. 이러한 결과는 고성과작업시스템이 노조의 활성화에도 기여할 수 있음을 의미하며 아울러 고성과작업시스템의 노조활성화에 대한 영향은 다양한 고성과작업시스템의 구성요소 중 어느 부분이 강조되었는가에 따라 상이할 수 있음을 시사한다.

영문 초록

Using data from the "Workplace Panel Survey (WPS) of 2003, conducted by the Korea Labor Institute (KLI), this study examines how high performance work systems (HPWSs, hereafter) affect union effectiveness. Most of the previous studies regarding HPWSs and trade unions have highlighted the effects of unions on the introduction of HPWSs or on the relationship between HPWSs and firm performance. Thus, there are few studies focusing on how HPWSs affect union effectiveness. Union influences over issues in business management and union members' participation into union affairs are the two main dependent variables representing union effectiveness. HPWSs are measured by five components; recruiting/selection, career management, training, opportunity allowing employees' participation, and communication. Also, HPWSs are calculated by aggregating the scores from the five components. Empirical results here indicate that HPWSs significantly increase the union influences over issues in firm management, while not increasing the degree of the union members' participation into union affairs. Also, the results reveal that enhanced communication resulting from the function of HPWSs stands out as a far more important component among the five components of HPWSs and contributes to improving union effectiveness including union influence and participation into union affairs. However, career management by firms, such as career counseling and offering multi-career-paths by firms, is shown to significantly decrease union influences over issues in firms. Finally, neither HPWSs as a whole nor any components of HPWSs affect union influence regarding wage/employment, when dividing issues in firm management into the three areas of wage/employment, workplace-related, and general management issues. The results mentioned above imply that HPWSs may provide a chance to heighten union effectiveness, which is opposite to the belief held by some unionists that the goal of HPWSs is to make trade unions powerless. Also, it means that the effects of HPWSs are not universal, depending on which components of HPWSs are salient in the process of implementation.
