무응답 자료를 고려한 대도시 상수도 사용량의 결정요인 분석

국문 초록

본 논문의 가장 중요한 목적은 가구 조사 자료를 이용하여 대도시(서울, 부산, 대구, 인천, 광주, 대전, 울산) 상수도 사용량의 결정요인을 분석하는 것이다. 그런데 자료수집 과정에서 조사대상 804가구 중에서 26.5%에 해당하는 213가구가 상수도 사용량 질문에 제대로 응답하지 않는 무응답의 문제가 발생하였다. 따라서 본 연구에서는 무응답 자료를 명시적으로 고려하면서 무응답 자료의 바람직하지 않은 영향을 처치할 수 있는 표본선택모형을 이용하여 대도시 상수도 사용량의 결정요인을 분석한다. 한편 상수도 사용량의 결정요인을 분석했던 주요 국내 연구결과도 서베이하여 제시한다. 분석결과, 수돗물이 식수로 부적합하다고 판단하는 가구일수록, 수돗물을 식수로 이용하지 않는 가구일수록, 가족의 명수가 많을수록, 가족 구성원내 65세 이상 가족이 많을수록, 공동주택보다는 단독주택에 거주하고 있는 가구일수록, 가구소득이 높을수록 상수도 사용량이 증가하는 것으로 분석되었다. 반면에 상수도 가격이 높을수록 상수도 사용량은 감소하였다. 특히 수요의 가격 탄력성(-0.783), 수요의 소득 탄력성(0.111), 수요의 가족수 탄력성(0.445)과 같은 정량적 정보도 도출할 수 있었다. 가격 탄력성과 소득 탄력성은 모두 가격 및 소득에 비탄력적인 상수도 수요의 특징을 보여주고 있다.

영문 초록

The most important objective of this paper is to analyze the determinants of the piped water consumption using the data from a survey of households implemented in the large cities (Seoul, Busan, Daegu, Incheon, Kwangju, Daejeon, and Ulsan) in 2002. It happened that 213 (26.5%) of 804 sampled households gave non-response about the piped water consumption. Therefore, this study attempts to analyze the determinants of the piped water consumption in the large cities by employing the sample selection model to take the non-response data into account and to rectify the undesirable impacts of non-response data. In addition, a literature survey on some domestic studies dealing with the estimation of piped water demand function is presented. The results show that the household size, the number of people over 65 in the household, dummy for the types of dwelling units, and the household's income have positive relationships with the piped water demand. However, dummy for the household's judging that the piped water is suitable for potable water, dummy for the household's currently using the piped water as potable water, and water price negatively contribute to piped water demand. In particular, price elasticity, income elasticity, and household size elasticity of the demand are estimated as -0.783, 0.111, and 0.445, respectively. The price and income elasticities portray that the piped water demand in the large cities is price- and income-inelastic.
