국문 초록

본 연구는 저숙련 외국인력 고용의 결정요인을 분석하는 데 목적이 있다. 특히, 생산직 부족률 이외에 외국인 근로자의 생산성 대비 임금수준이 기업의 외국인 근로자 고용에 어떤 영향을 미치는지 실증분석하고, 외국인력 정책의 개선방향을 제시한다. 중소제조업체의 저숙련 외국인력 고용 분석결과에 의하면, 생산직 부족률이 높고 외국인 근로자의 생산성 대비 임금이 낮을수록 외국인력을 고용하며, 외국인력에 대한 의존도 또한 높다. 이는 저숙련 외국인력이 국내인력과 대비하여 비교우위가 있는 한, 국내인력의 대체가능성이 높고, 따라서 고용허가제 하에서도 불법취업의 유인이 있다는 것을 의미한다. 본 연구는 이에 대한 대안으로 외국인 고용부담금(levy) 제도의 도입을 제안한다.

영문 초록

This study aims to analyze the determinants of employing foreign workers, focusing on low-skilled production workers in the Korean manufacturing industry. In particular, it measures the effect of the productivity-wage ratio of foreign workers relative to their domestic counterparts upon firms' employment decisions, and together with the factor of labor shortage, considers the implications for foreign worker policy. The empirical findings suggest that firms are more likely to hire foreign workers, and also more highly dependent on them, when the labor shortage ratio of production workers is high and foreign workers' productivity-wage ratio is higher than that of domestic workers. This implies that firms tend to have an incentive to substitute domestic production workers with relatively low-wage highly-productive foreign workers, possibly even doing so illegally under the newly-introduced work permit system. The levy system is suggested as a way to alleviate this problem.
