독일 노동시장정책 이념의 전개와 함의

국문 초록

이 글은 1970년대 이후 독일 노동시장정책 이념의 전개과정을 살펴보고, 그것이 한국의 노동시장정책에 대해 갖는 합의를 추출하고자 한 것이다. 독일의 노동시장정책은 1969년 「노동촉진법」 도입 이후, 실업자에 대한 단순한 소득보상이라는 소극적 노동시장정책을 넘어 실업의 예방과 감축을 목표로 하는 적극적 노동시장정책을 강조하였다. 그러나 70년대 중반 이후 실업의 지속적 증가와 그로 인한 재정위기 속에서 적극적 노동시장정책은 점차 후퇴하였고, 1998년 「노동촉진법」이 「사회법전 Ⅲ」으로 대체되면서, 실업극복에 있어 국가의 책임 보다는 개인의 책임이 강조되는 적극화 노동시장정책이 도입되었다. 이러한 맥락에서 최근에는 '하르쯔 구상'과 '아겐다 2010' 을 통하여 비정규직의 확대와 급부의 감축이 시도되고 있다. 이 글은 이러한 적극화 노동시장정책이 비정규직이 과도하게 많고 사회보장 수준이 낮은 한국에는 필요하지도 않고 바람직하지도 않다고 주장한다.

영문 초록

This paper reviews the development of the concept of German labor marker policy since the 1970s, and thereby identifies the implications for Korean labor marker policy. Since the Employment Promotion Act (Arbeitsforderungsgesetz) came into effect in 1969, the German labor marker policy has emphasized an active labor market policy (ALMP), which aims ar the prevention and/or reduction of unemploymenr, rather than a passive labor market policy (PAMP) which merely compensates for unemployment. Bur, since the mid-70s, the ALMP gradually began to retreat due to the continuous increase in unemployment and fiscal crisis it caused. So at the end of the 90s the Employment Promotion Act was replaced by the third Code of the Social Laws (Sozialgesetzbuch Ⅲ), and this introduced the activation policy in the labor market policy with an emphasis on the responsibility of the individual, rather than that of the government, for the overcoming of unemployment. In this context the 'Hartz-Concepts' and the 'Agenda 2010' have recently tried to expand atypical labor force and to reduce unemployment allowance. This paper argues that introducing an activation policy in the Korean labor market policy is nor only unnecessary but also undesirable, because there is an excessively large atypical labor force and the social security system is very weak in Korea.
