한국 전력산업의 합리적인 개혁방안에 관한 연구

국문 초록

본 논문은 지난 7여 년간(1998~2004) 논란과 함께 진행되어 온 전력산업구조 개편과정을 살펴보고 전력산업 구조개편의 과정과 본질적 특징 그리고 문제점을 정리하며, 제시된 전력산업구조개편의 계획이 과연 구조개편의 목적을 달성 할 수 있는지를 살펴보고자 한다. 우선 구조개편의 주요한 논리 중 하나인 한전의 경쟁력에 대한 자세한 분석을 통해 노동생산성, 재무구조. 생산효율성, 요금 체제, 전력예비율 등 전력산업의 효율성을 판단하는 여러 지표로 본 한전의 효율성은 국제적으로 상당한 수준임을 보이고 있다. 다음으로 전력시장 도입을 핵심 내용으로 하는 전력산업구조개편 계획은 전력요금, 공급안정성, 투자 필요성, 국제경쟁력, 공공성이라는 다섯 개의 지표에 기존 체제보다 더욱 나쁜 영향을 줄 것이라고 분석한다. 마지막으로 본 논문은 편익은 불확실한 대신 예상비용이 상당한 기존의 구조개편 방향 대신 한전의 국제경쟁력을 제고하고 공급안정성과 공공성을 강화할 수 있는 방향으로 구조개편을 진행함이 바람직하다고 주장하며 이를 위해 발전 분할에 이은 배전 분할 계획은 취소되어야 한다고 주장한다.

영문 초록

Reviewing the rationales and process of market-based electricity industry reform, this paper criticizes market-based electricity industry reform plan, adopted in 1999 by the last Administration to divest and privatize KEPCO's generation segment in 2000-2002, implement transmission open access and wholesale competition by 2008, and implement retail access thereafter Fuse, this paper proves thar KEFCO, the public monopoly company of Korea, being responsible for transmission and distribution, is very efficient in terms of labor productivity, financial status, technical efficiency, electricity price, reserve margin. Korea enjoyed relatively low rate of electricity price and KEPCO did not suffer from bad financial performance like other public companies in industrialized countries Therefore there is not much urgent necessity of restructuring of electric industry in Korea Second the basic plan can not provide the expected results in terms of low level of electricity price, the stability of electricity supply, sufficient investment, international competitiveness of Korean electricity industry and finally publicness of electricity sector Therefore the basic plan must be rejected on the ground that the alleged benefits of reform are theoretical and uncertain, while the real costs and risks are substantial. Finally, this paper argues, in stead of the previous plan, the desirable electricity industry reform must support the KEPCO's international competitiveness, efficiency enhancement through internal competition if necessary and stability of electricity supply.
