국문 초록

2000년대 진입 후 중국은 낙후된 서부지역의 경제 환경을 개선하기 위하여 도로, 철도, 공항, 수로 등의 인프라시설을 대대적으로 확충하고 있는가 하면, 역사적 이유와 자연 지리적 조건 등으로 인해 낙후된 산업구조도 지역적 특성과 비교우위에 따른 방향으로 적극 조정하고 있다. 뿐만 아니라 인구 급증에 따른 식량부족 문제의 해결과 그 동안 무분별한 산림개간 등으로 인해 발생했던 자연재해 문제를 방지하기 위하여 생태환경 보호도 적극 추진하고 있다. 따라서 중국의 이러한 서부대개발은 성공적으로 수행될 경우 중국경제의 지속적인 성장은 물론 그동안 분리 독립의 원천인 소수민족 문제를 해결할 수 있어 정치, 사회적으로 안정된 명실상부한 강대국으로 발전할 수 있지만, 그렇지 못할 경우는 지역경제 확대 등 내부적으로 취약한 문제를 안고 있는 이름뿐인 강대국으로 전략할 가능성을 배제할 수 없다. 한편 서부대개발이 동서부지역간 발전격차를 해소하고 국토의 균형발전을 이룰 수 있을지의 여부는 서부대개발의 성공여부와 관계없이 단기적 성과를 이룩하는 데는 많은 어려움이 예상된다. 그 이유는 우선 현 단계에서 추진되고 있는 서부대개발이 인프라건설과 생태환경 건설 등 단기적 성과보다는 장기적 성과를 이룰 수 있는 프로젝트일 뿐 아니라 서기동수(西氣東輸), 서전동송(西電東送), 남수북조(南水北調) 등의 프로젝트가 서부지역보다는 동부지역 등 그 밖의 지역에 경제적 효과가 더 큰 프로젝트이며, 또한 서부대개발에 필요한 외자도입의 우대조치도 동부지역보다 우위에 있지 않고, 동서부지역간의 발전격차의 주 원인인 서부지역의 농촌경제 활성화에 대한 획기적 조치도 없기 때문이다.

영문 초록

Since the dawning of the 21st century, China has embarked upon several major developmental projects aimed at improving the economic environment of its western region, including roads, railroads, airports, and waterways. In light of historical reasons and geographical conditions, at the same time, its outdated industrial structure is now being substantially overhauled in accordance with local characteristics and comparative advantages. Moreover, the Chinese government's new efforts are designed to address food shortage caused by rapid population growth as well as protect the eco-environment affected by irrational forest development. Should the ongoing "Western Development" is proceeded as planned, it would not only ensure continued economic growth but it could also undercut a major rationale for separate movements by ethnic minorities, thus contributing to political and social stability as well as China's emergence as a major power in name and in reality. If not, however, a future China with internal vulnerabilities will not make it on par with other major powers in the world. Irrespective of the prospect that the "Western Development" would contribute to balanced regional development by narrowing the gap between the eastern and western regions, there will emerge many difficulties in achieving results in the short term. One reason is that the ongoing "Western Development" is oriented toward the longer-term, rather than shorter-term, results e.g., the construction of the industrial infrastructure and the eco-environment. Another is such major projects as "Transporting Western Gas to East," "Sending Western Electricity to East," and "Transferring Southern Water to North" would have greater economic effects on eastern rather than western region. Still another is the fact that the western region neither offers a preferential system for foreign investment compared with that of the eastern region, nor does it have a drastic measure for the revitalization of the agricultural economy in the western region the locus of regional disparity between the western and the eastern regions.
