국문 초록

미하일 고르바초프의 집권기간(1985-1991) 동안 소련의 대외정책은 브레지네프, 체르넨코 그리고 안드로포프가 집권했던 시기(1964-1985)와는 전혀 다른 반전을 가져왔다. 이러한 일련의 대외정책에서 있어서의 혁명적 사안들 중 1985년과 1991년 사이 소련의 대중국 관계정상화는 한때 대치적 관계가 평화적인 상호관계로 변화된 하나의 모델을 제시하고 있다. 이러한 변화를 설명하기 위해 본 논문은 국가의 분쟁해결, 신뢰구축 방안 그리고 투명성 제고에 대한 능력이 국가 내부의 제도적 변화가 주요한 변수임을 주장하려 한다.

영문 초록

During Mikhail Gorbachev's reign (1985-1991), Soviet foreign policy recorded drastic reversals from the preceding Brezhnev, Chernenko and Andropov era (1964-1985). Among the revolution in the Kremlin's relationship with the outside world, the Soviet normalization of relations with the People's Republic of China (the PRC) between the years 1985 and 1991 stands out as a model case in bringing the once highly conflictual relationship to a peaceful end In explaining this change, this paper will argue domestic institutional change as a key variable in generating the state capacity for conflict resolution, confidence- and security-building measures (CSBMs) and transparency.
