국문 초록

이 글은 2004년 미국선거가 향후 미국의 국정과 관련해 어떤 의미가 있는지 살펴본다. 혹자는 부시 대통령이 4년 전과는 달리 별 잡음 없이 재선에 성공한 만큼 보다 강한 리더십을 발휘하며 집권 2기를 원하는 방향으로 안정적, 효과적으로 이끌 것이라고 전망할 지도 모른다. 그러나 이 글의 주장은 그러한 낙관적 전망과는 상반된다. 첫째, 일반적으로 생각해보았을 때, 선거에서 승리한 측이 원하는 대로 국정을 이끌기에는 미국정치 체제에 여러 제약요인이 너무 많고, 최근 미국정치의 시대적 조류 역시 원활한 국정운영보다는 대립과 교착을 불러일으키기에 더 적당해 보인다. 둘째, 2004년 선거 과정과 결과를 구체적으로 살펴볼 때, 미국정치의 양극화가 여러 면에서 심화되고 있으며 정파갈등, 이념충돌, 사회경제적 균열이 겹쳐짐에 따라 대결구도가 전면전으로 격화되어 있어 국정에 난기류가 초래될 것이라고 예상할 수 있다. 셋째, 국내문제에서 어려움을 겪게 되면서 부시는 상대적으로 자기의 주도권을 용이하게 유지할 수 있고 국민적 관심도 매우 높아진 대외정책에 몰두할 가능성이 큰데, 미국 국민의 안보 불안감과 애국주의, 종교적 도덕주의의 고조에 편승해 일방주의적 정책기조를 더욱 강하게 추구할 것으로 전망된다.

영문 초록

Whither the second Bush Administration? This article examines the meanings of the 2004 U.S. presidential election to speculate on the future of the Bush presidency. Some may optimistically predict a strong, stable, and effective leadership of Bush now that he was reelected in a rather comfortable margin and finally escaped from a haunting memory of the controversial electoral win four years ago. This article, however, refutes such a rosy prospect; a more stormy future awaits American politics in general and President Bush in particular First, American political system has so many built-in constraints upon governmental actors and institutions that any winning camp, even a safely-reelected incumbent President, cannot easily prevail in policy-making arenas. Several recent trends in the American political landscape, among which the increasing partisan and ideological polarizations particularly stand out, further beef up those constraining factors and aggravate confrontations and gridlock in policy-making processes. Second, the 2004 election deepeped partisan conflict, ideological rifts, and social cleavages to a maximum extent, and an ensuing broad bipolar warfare is likely to damage the second Bush presidency's governance. Third, difficulties in domestic political stages, combined with a heightened attention of the American public to international issues, will motivate Bush to give a higher priority to foreign policy-making; this sends an alarming message to the world since the recently intensified patriotism and religious moralism in American society in the aftermath of the September 11 tragedy will certainly push Bush's foreign policy to a unilateral direction.
