일본 단기대학의 구조조정 지원 정책 동향과 시사점

국문 초록

우리나라 전문대학이 입학생 감소로 인한 어려움을 경험하고 있는 상황에서 위기 극복과 경쟁력 확보를 위한 전문대학의 개편·통합 및 구조조정의 필요성이 요구되고 있다. 이러한 상황과 관련하여 일본 단기대학의 구조조정 지원 정책에 대한 동향 분석은 우리나라 전문대학의구조정 방향과 전략 수립에 유용한 여러 가지 시사점을 제공해 줄 수 있을 것이다. 이 같은 필요성에 의거하여 이 글에서는 일본 단기대학의 운영 구조와 구조조정 현황, 정부의 구조조정 지원 정책 등을 분석하고, 우리에게 주는 시사점을 제기해 보았다. 일본 단기대학의 구조조정 지원 정책 동향을 통해 얻을 수 있는 주요 시사점은 다음과 같다. 첫째, 일본 정부는 시장경쟁원리를 통해 단기대학의 구조조정을 추진하는 동시에 단기 대학의 자구적 노력과 경영능력에 기초한 구조조정 지원 정책을 추진하여 이들의 경쟁력 강화에 도움을 주고 있다. 둘째, 일본의 방식을 참조하여 볼 때, 우리나라 전문대학의 구조조정 지원을 위한 예산을 배분함에 있어서는 대학의 사정을 감안하여 배정되는 예산의 일부 혹은 전부를 경상비로 활용할 수 있도록 허용하는 방안을 적극 검토할 필요가 있다. 셋째, 일본 정부가 단기대학이 지역종합학과를 운영할 수 있도록 유도하는 정책은 우리나라 전문대학의 입학생 확보 대책과 지역사회와의 연계체제 구축에 유용한 시사점을 제공해 주고 있다. 넷째, 최근에 일본 정부가 추진하고 있는 국·공립대학 구조 개혁이 경쟁원리의 도입을 통한 질 높은 특성화 대학 추구에 주 목적을 두고 있다는 점은 우리 정부가 전문대학의 구조조정 정책을 추진함에 있어서도 중요하게 고려해야 할 정책의 운영 방향에 중요한 시사점을 제공해 주고 있다. 다섯째, 일본에서 활발히 추진되고 있는 대학연합체제의 구축이나 대학간 학점호환체제의 운영 등은 우리나라 전문대학의 자구적인 노력의 방향 설정에 의미있는 시사점을 제공해 주고 있다.

영문 초록

Due to the continuing decline in natural population in recent years, the number of school-age population has also been experiencing a downward curve. As a result, the shrinking number of students enrolling in schools has become a problem for every level of educational institutions, of which vocational colleges are no exception. The current decline in enrollment of traditional students at vocational colleges has been assumed to have a significant impact on the decrease in investments, the decline of diversified curriculum and facilities, lagging innovation in college administration, and the reduction-in-force of professors. This study aimed at investigating various policy efforts for college restructuring including merging and closing down by Japanese Government and 'junior college'(短期大學) to get useful implications for policies of Korean Government and vocational college. This study adopted mainly the review of the related literature as a research method. Japanese efforts offer various implications for policies of the Korean Government and vocational colleges. First, the Government needs to implement policies, based on market competition theory, of restructuring for vocational colleges. Also it needs to support policies that help them to secure competitive power based on self-efforts and management competences. Secondly, the Government needs to allocate working expenses for vocational colleges, when it support finance for their restructuring. Thirdly, the Government needs to help vocational colleges operate a variety of lifelong education programs directed at adults under the college-community cooperation system. Also, these programs need to facilitate student demands in areas such as educational content, methods, duration of courses, course schedules, and methods of evaluation. Besides they need to make available a wide range of time periods for classes, on weekends and in the evenings for example. Fourthly, vocational colleges need to establish consortium system to run attractive curriculum for students and adults in community or mutual recognition system which permits credits for their outcomes of learning.
