국문 초록

본 연구는 한국과 중국의 고등교육 수월성 신장 프로그램인 한국의 BK21사업과 중국의 211공정사업을 대상으로 삼아 거시적으로 이들의 추진체제와 앞으로의 전망을 비교 연구하는데 목적을 두었다. 첫째, 대학의 교육과 연구능력을 격상시키고자 하면서도 국가사회의 상황이 달라 목표설정 도 다른 방식으로 접근하고 있다. 둘째, 추진사업의 내용에 있어서 방식을 달리하고 있다. 셋째, 수월성을 신장시키는 방법에 있어 한정된 재원을 소수의 대학을 선정하고 집중 지원하는 방식에 있어서 양국은 유사한 면을 보이면서도 접근방식을 달리 하고 있다. 넷째, 이 사업을 중앙교육행정기관이 주관하고 있는 점은 같지만 지원하는 방식은 상이한 특성을 보여주고 있다. 다섯째, 이들 사업의 종결 시기에 있어 서로 다른 면을 보여주고 있다. 그러나 어떠한 형태로든 지속될 수밖에 없을 것이나 똑같은 방식으로는 추진하기 어려울 것으로 전망된다.

영문 초록

This paper is to comparatively study the promoting system and prospect of Korea's BK21 & China's 211Gongcheng, which are the same higher educational excellence program of each nation. First, the two programs take a different approach to targeting due to the situation of each country, and try to upgrade universities' education and studying ability in each country at the same time. Second, the program are different with respect to the contents. Third, they are similar each other in the aspect of choosing a limited number of universities and assisting them intensively, but they have a different approach. Fourth, central educational administrative institution takes charge of the programs in each country, but the way to assist the program is not the same. Fifth, the programs end at the different period, anyway they seem to continue. But it seems difficult that they take the same approach.
