국문 초록

이 논문은 최근 교육부를 비롯한 정부부문의 개혁과 구조조정을 강도높게 추진하여 온 뉴질랜드의 교육개혁을 분석하고, 우리 나라 교육개혁에의 시사점을 찾는 데 목적을 두었다. 뉴질랜드 교육개혁의 분석은 관련문헌 및 자료의 분석과, 뉴질랜드 교육부 및 교육평가원 등 관련 담당자와의 면담결과에 의존하였다. 1980년대 이후 뉴질랜드의 교육개혁을 한마디로 요약한다면, 자율성의 확대와 책무성의 강화라고 할 수 있다. 한편으로는 하위부서와 단위학교의 자율성을 최대한 존중해 주면서, 다른 한편으로는 평가와 성과관리 등을 통하여 책무성을 강화해온 것이다. 여기서는 뉴질랜드의 교육개혁 사례 분석에 터하여 교육부 조직구조에 관한 사항, 중간단위의 행정조직의 문제, 학교평가 전담기구의 설치 문제, 교육 불평등 해소 문제, 성과주의 예산제도 및 성과관리 문제 등의 다섯 가지에 관한 시사점을 찾아 보았다. 특히 성과관리제도가 성공하기 위해 필요한 사항으로서 구체적으로 아홉가지를 제안하였다.

영문 초록

The purpose of this study was to analyze the direction of New Zealand's educational reform and its implications to Korean education. To accomplish this purpose, a lot of documents, materials and research data about educational reform of New Zealand were analyzed and studied. And to draw and analyze the hidden side of New Zealand's educational reform profoundly, in-depth interview research method was adopted. Interviewees were former and present officers of Ministry of Education, Education Review Office, Wellington College of Education, and State Services Commission of New Zealand. The reform of the school system in New Zealand was launched in 1987. Thereafter, educational reform was focused on increase of autonomy and emphasis on accountability of schools. While the Government tried to give more autonomy to schools, it emphasized more accountability and responsibility of schools. Based on the analysis of this study, five implications and suggestions concerning organizational structure of the Ministry of Education, intermediate authority of educational administration, educational evaluation authority, resolving inequality in education, and performance management system were introduced. Especially in performance management system, additional nine suggestions were proposed.
