미국의 국제이해교육 동향 및 과제

국문 초록

이 논문은 제2차 세계대전 이후 주목받기 시작한 미국 국제이해교육의 발전과정을 시대별로 고찰하고, 국제이해교육이 미국의 학교 교육과정에 어떻게 반영되어 왔는가를 최근의 동향을 중심으로 고찰한 것이다. 이를 통해 미국의 국제이해교육이 지속적 발전을 도모하기 위해 해결해야 할 과제가 무엇인가를 논의하였으며, 이것이 한국의 국제이해교육 발전에 시사하는 바가 무엇인가를 도출하려 하였다. 미국의 국제이해교육은 1970년대부터 1980년대 초에 걸쳐 여러 단체들의 기금조성, 미연방정부 및 주 정부의 재정적, 행정적 지원과 주 정부의 필수과목화 노력 등으로 급속한 성장을 이루었다. 이러한 발전의 저변에는 국제이해교육관련 전문기관과 대학의 활발한 연구 활동, 프로그램 개발의 노력이 뒤따랐다. 한편 1980년대 이후 재계와 주 정부정치지도자들은 미국 학교교육과정의 국제화를 끊임없이 주장하였으며, 이후 국제이해교육은 과거에 비해 더 많은 발전을 하였다. 그 예로 고등학교에서 시작한 국제이해교육이 초등학교와 중학교에 확대되는 경향을 보이고 있으며, 최근까지도 교실에서 활용할 수 있는 교수자료 및 지침서들이 계속 발간되어 왔다. 그러나 이러한 발전에는 몇 가지 한계가 있으며, 최근에는 국제적 정세에 따라 큰 도전에 직면하고 있다. 즉 국제이해교육은 모든 교과에 융합되어져야 할 필요가 있음에도 불구하고 아직 사회과를 중심으로 이루어지고 있으며, 최근에는 미국의 경제침체와 9/11테러에 의한 신보수주의의 등장 등으로 침체기를 맞고 있다. 미국 학교교육에서 국제이해교육이 차지하는 위상은 아직 낮은 편이다. 그러나 세계화가 더욱 가속화되고 각국의 상호의존도가 증가하고 있는 21세기 미국에서 국제이해교육의 필요성은 더욱 절실해지고 있다. 미국의 국제이해교육이 발전하기 위해서는 학교의 행정적, 재정적 지원강화, 주정부의 재정지원 확대, 체계적인 연구의 필요성, 세계적 시각이 융합된 학교교육과정의 개발, 대중의 지지 확보 등의 과제를 해결해낼 수 있어야 할 것이다. 한편 국제이해교육의 초기 단계에 있는 우리나라도 이 분야의 발전을 위해서는 위와 같은 측면에서의 노력이 꾸준히 요구되며, 특히 학교의 지원과 이를 뒷받침하는 체계적인 연구와 프로그램의 개발이 뒤따라야 할 것이다.

영문 초록

This study traces the developmental process of global education and its influence on the school curriculum in the U.S., focusing on the recent trends in this area. Being based on this discussion, some tasks are presented for the continuing development of global education in the U.S., and their implications for Korea where the global education is now burgeoning. American global education had rapidly developed through funds from various foundations, administrative and financial support of federal/state governments and the active research activities of universities and professional associations from 1970s through the beginning of 1980s. Since business people and state politicians advocated the globalization of American school curriculum in the 1980s, global education has been improved for more than 20 years. Global education has now been expanded to the elementary and middle schools. Recently instructional materials and curriculum frameworks for global understanding have increasingly published in the U.S. However there has been some limitations in the development of global education in the U.S. Although lots of global educators have emphasized that global perspectives should be infused into all school subjects, global education has mainly focused only on social study subjects. The global education in the U.S. now also faces challenges because of economic crises and the appearance of neo-conservatism after the 9/11 terror. Presently global education has occupied a low status in American public school. But the need of global education has increased with the acceleration of globalization and the increasing interdependence of the world. For the further development of global education in the U.S., the following tasks need to be carried out: reinforcement of administrative and financial support from schools; expansion of financial support from the state government; a systematic research study on global education; the development of school curriculum infused with global perspectives; and the public support. It is expected that the experiences of American education in global education could give important implications to the development of global education in Korea. Especially active participations of school in global education and the research activities supporting them are needed in Korea.
