사회주의 체제 붕괴 이후 러시아 노인교육

국문 초록

러시아 노인교육체제는 소비에트사회주의체제에서 교육과 노동을 밀접하게 연관시켰던 노인교육에 새로운 변화를 가져왔다. 러시아 노인들은 매우 이질적인 집단으로 노인인구의 30% 이상이 일을 하고, 더 많은 노인들이 직장을 원하고 있다. 러시아 노인교육 체제는 러시아연방지역의 관리와 즈나니(Znanije)라는 민간단체가 주요 역할을 담당하고 있고 노인교육기관은 노인대학, 리바이벌-클럽, 정보화교육센터, 개방국립대학, 사회보호센터 등에서 무료로 운영되고 있다. 러시아 노인교육은 노인들의 긍정적인 개인변화를 목표로 하고 있으나, 교육 내용은 노인들을 위해 특수하게 개발되거나 혹은 정형화되지 않은 프로그램이며, 교육방법은 학교교육과는 다른 방법을 사용하고 교육기법을 개선하려는 다양한 방법을 개발하고 있다. 노인교육 교사들은 특별한 교과과정을 가지고 있지 않고, 지방정부나 연방정부 혹은 국제적인 세미나와 회의를 통하여 양성된다. 사회주의체제 붕괴이후 러시아 노인교육은 사회적 문제해결과 노인의 복지증진을 위해 확장되고 있으나 정부주도의 노인교육은 아직까지 노인교육을 설립하고 실시할 수 있는 네트워크가 충분히 발달되어 있지 못하고 노인교육을 위한 법적인 제도와 정책이 결여되어 있고 노인교육 교사훈련체제 부재가 문제로 지적되었다. 시장경제체제로 이행하고 있는 전환기 러시아 노인교육의 실천과 정책에 대한 현황과 특성을 분석한 본 연구는 통일 후 북한의 노인교육을 이해하는 기초 자료가 될 것이다.

영문 초록

Education for the old people in Russia have been changed since the Soviet Union collapsed. The education for the old people was established based on the idea of work and education relationship closely. At the moment more than 30% of the old were on the job and more wanted to get a job for living. The Znanije and local government were mainly responsible for education for the old. The characteristics of the old was heterogeneous. Russian system of education for the old declared project "education for citizen for the third age" and federal program "Old generation for 2002-2004". Creation of the institutions of education for the old was started in 1996 included retro-clubs, educational and informational centers, open public universities, and social protection centers. The purpose of the education for the old is focused on solving social problems and welfare for the old. But the present system of the old education in Russia has some problems to be solved: The education for the old was initiated by the government and it did not prepare for network among older educational institutions. And the lack of law and policies for education for the old and lack of training system for the educators for the old were also other problems. The results of this study will contribute to give an information and lead applied studies of education for the old in North Korea after unification with South Korea.
