주5일 근무제에 대비한 대학평생교육원 발전과제

국문 초록

주5일 근무제에 시행에 대비하여 대학평생교육원을 활용하는 방안은 여타 어느 사회기관보다 기대되는 효과가 매우 크다고 하겠다. 본 연구는 주 5일제 시행에 대비하여 대학평생교육원의 수요와 대학의 변화관점, 대학평생교육원의 현황과 문제점을 진단하여 대학평생교육원의 발전과제를 탐색하는 데 목적이 있다. 지금까지의 대학평생교육원은 정형화된 대학 틀 안에서 부분적으로 대학을 개방하는 역할을 담당하고 있기 때문에 현재의 운영체제로서는 주5일제에 대비할 수 있는 기관으로서의 한계가 있어 보인다. 주5일제에 시행에 부응하기 위한 대학평생교육원의 발전과제는 성인학습을 위한 대학행정조직을 확대·개편, 지역평생학습센터로서의 역할제고, 지역평생교육 종합정보시스템 구축 및 운영, 주말프로그램의 다양화 및 특성화, 학습동아리 운영의 활성화, 대학시설 및 정비를 통한 전문직업교육 강화, 학점은행제 운영의 개선 및 질 관리, 외국대학과의 연계협력 체제 구축, 원격평생교육의 활성화, 주말에 대학후생복지시설 활용 극대화, 대학평생교육활성화를 위한 법·제도의 정비 및 보완, 대학평생교육 예산 및 재정지원화대, 대학평생교육원의 책무성 제고 등이다.

영문 초록

This paper analyzes the current status of university/college lifelong education centers in Korea, explores the needs of adult learners in the population, and contemplates on how to develop such centers in preparation of five-workday week expected. The aspects discussed are: the (1) current practices and development of lifelong education centers, (2) academic credit-bank system for adult learners, (3) audit programs, (4) part-time student programs, (5) foreign language school programs, and (6) tenure-track professors at lifelong education centers. These are only a few problems, selected from current practices. The "five-workday week" may bring additional problems. It also examines some prospects for improving such centers under the five-day week condition by (1) restructuring university curricula to the needs of lifelong education, (2) setting up and managing a comprehensive information system to promote lifelong education in the region, (3) opening diverse programs, including some at professional level, (4) forming lifelong learning circles, (5) retraining and replenishing professional personnel with updated information, utilizing university facilities, (6) improving the academic credit-bank system, (7) expanding cyber education programs, (8) maximizing the health and welfare benefits for the Adult learners, (9) improving rules and regulations to facilitate the lifelong education programs, (10) expanding the budgets and financial aids for lifelong education, (11) promoting international collaboration, and (12) contemplating the role of lifelong education centers in the "five-workday society".
