경인지역 평생교육기관의 경영특성과 성과와의 관계

국문 초록

본 연구는 지역평생교육기관을 하나의 경영체로 보고, 이들이 질(質)높은 경영특성과 성과를 올려 지역경제 활성화 및 지역평생교육 활성화에 기여하는데 필요한 정보와 자료를 제공하는 데 목적이 있다. 이를 위해서 문헌연구와 설문조사를 병행했다. 조사의 주요내용을 요약하면 다음과 같다. 첫째, 경영특성과 성과 변인을 분석한 결과, 전체적으로 보통이상(3.5)의 반응을 나타냈다. 둘째, 경영특성에 대한 인구통계적 변인에 따른 차이검증결과, 지역에 대해서는 모든 변인에서 서울이 인천지역보다 높은 것으로 유의미한 차이를 나타냈으며, 설립자에 대해서는 지자체가 경영조직에서만, 설립연도에 대해서는 20년 이상의 기관들이 경영조직과 학습조직에서만, 연간예산에 대해서는 10억원 이상의 규모기관이 운영에서만 유의미한 차이를 나타냈다. 셋째, 경인지역평생교육기관의 성과에 가장 영향을 주는 경영특성은 경영조직과 운영으로 나타났다. 이상의 연구결과를 기초로 한 제언내용은 다음과 같다. 첫째, 지역평생교육기관이 경쟁력을 갖고 안정된 사업을 지속하기 위해서는 재정자립을 위한방안이 강구되어야 한다. 둘째, 참여정부의 국가균형발전전략에 맞추어 서울지역의 평생교육기관보다 인천지역을 비롯한 지방평생교육활성화에 역점을 두어야 한다. 셋째, 지역평생교육기관이 경쟁력을 갖추고 지역사회발전에 많은 기여를 하기 위해서는 지역사회의 니즈를 반영한 교육프로그램이 다양하게 개발되어 운영되어야 한다. 넷째, 지역평생교육기관이 지역사회에서 제 역할과 기능을 다하여 평생교육활성화에 초석이 되고 지역주민들로부터 신뢰받는 교육기관으로 발전하기 위해서는 최고경영자(기관장)의 역량이 가장 중요한 요인이므로 이에 대한 대응방안이 강구되어야 한다.

영문 초록

The purpose of this research is to provide information and data that will contribute to vitalizing regional economy and regional lifelong education as a result of improved management and performance of regional lifelong educational organizations that are considered as a business entity in this study. This study is based on both documental research and questionnaire. The key contents of this study are as follows. First, the analysis of operating characteristics and performance variables indicated above average response (3.5) across the board. Second, the analysis of the differences that result from the demographic variables of operating characteristics indicated meaningful differences where the Seoul metropolitan area showed higher variables above Inchon area. It also showed meaningful differences in the following area: only in operating units in terms of with founders; only in operating units and learning organizations of institutions over 20 years old in terms of year of foundation; and only in management of institutions with annual budget of one billion won in terms of with annual budget. Third, the operating characteristics that affect the performance of lifelong education organizations in Kyungin area most were operating organizations and their operation. The proposal based on the above research results are as follows: First, measures for financial independence must be studied in order for regional lifelong education organizations to maintain stable business. Second, in concert with the national balanced development initiative of the new government, the vitalization efforts must be focused on regional lifelong education organizations rather than on those in Seoul area. Third, in order for the regional lifelong education organizations to contribute to the regional development with competitiveness, various education programs that reflect the needs of regional society must be developed and operated. Fourth, in order for the regional lifelong education organization to become a foundation for vitalizing lifelong education by performing their roles and functions, and to become a trusted educational institution, the competence of chief operating officer (the principle of organization), which is the most important factor, must be a prime consideration.
