한성부 지적도에 대한 고찰

국문 초록

본 연구에서는 서울시 종합자료관에 소장된 한성부 지적도 29매의 제작년도 및 도면기재사항, 행정 구역과 지번·지목의 부여, 경계의 획정, 측량규정 등과 특성을 조사·분석하였다. 고찰의 절차로서 이 도면의 도곽에 기재된 좌표를 토대로 일람도를 작성하여 전체적인 위치와 현재의 위치를 추정할 수 있었으며, 대부분의 지역이 도시개발로 당시와 큰 변화가 있음을 알 수 있었다. 또한 당시 창선방 2호 도면에 해당하는 현 종로 6가 지역이 비교적 크게 변형되지 않아 한성부 지적도와 현재의 지적도, 수치지적도와 수치지형도를 비교 분석하였다. 연구결과 대부분의 국민과 다수의 지적관계자들도 일본의 토지조사사업이 우리나라의 근대적 지적제도의 효시로 알고 있으나 광무개혁을 통하여 대한제국에서 서양측량기술을 도입하여 한성부 지도를 제작 하였으며 비록 일본의 영향이 있었다고는 하지만 한일합방이전에 한성 등 일부지역에서 근대적지적도를 제작하였다는 것을 확인할 수 있었다. 이 지적도는 우리나라 지적사에 중요한 사료인 반면 이에 대한 연구가 사실상 전무하다는 점에서 본 연구 논문이 후학들의 지적사 연구 및 고찰에 활용되기를 기대해본다.

영문 초록

This study presents the role of cadastral surveying and land management organizations, cadastral surveying educational organizations, and trainees of them during the Empire Korea Era. Twenty nine items of Hanseong-bu cadastral maps and details on them, endowment of administrative district, parcel number and land category, boundary demarcation, surveying regulation, and the characteristics of each cadastral map were detaily reviewed and analysed. Initially, the twenty nine cadastral maps of Hanseong-bu which are possessed in Seoul City Reference Center were copied and a summary table was constructed in accordance with the coordinates of each map. It has been identified that, due to frequent urban developments, most of the areas have been enormously changed during the compared time periods. Since Changseonbang map number two, which is corresponding to Jongro 6-ga area nowadays, has been remained with little change, it was possible to compare Hanseong-bu cadastral maps with present cadastral maps, numerical cadastral maps and numerical geographic maps. This study also revealed that, contrasting to the general belief that the first Land Surveying under modem cadastral system in Korea had been carried during Japanese colonial era, Hanseong-bu map was made during Korean Empire Era by introducing western surveying technology via Gwangmu Reform. It was also recognized by this study that modem cadastral maps of a parts of peninsula including Hanseong-buwere made before the colonial era although there exsist some Japanese influence. These cadastral maps are very important in Korean cadastral history and, since there has been virtually no relevant study on this area, it is expected that this study can be a ground for which further studies by other scholars on this area.
